Department <br />REQUEST FOR COUNCIL ACTION DATE: 9/16/91 <br />Manager Reviewed: <br />ITEM NO.: C -1 <br />Agenda Section: <br />Hearings <br />Item Desbription: Public hearing, Hamline Avenue parking,restrictions, <br />Larpenteur Avenue to County Road B, 89 -16 <br />Background: The City Council has scheduled a public hearing for Monday, <br />September 16, 1991, to discuss the issue of parking restrictions on <br />Hamline Avenue. Notices have been sent to all abutting residents along <br />Hamline Avenue in the City of Roseville advising them of this public <br />hearing. We have met with a representative of St. Rose of Lima Church <br />to discuss the alternate parking proposals with them. <br />A chronological history of the series of events relating to parking on <br />Hamline Avenue is summarized as follows: <br />o Project approved by City Council at roadway width of 52 feet, no <br />parking restrictions on both sides. Concerns expressed by <br />residents reaardina lack of on- street Darkina. <br />o State aid standards changed June 19, 1991, allowing parking on a <br />roadway of 52 feet in width. <br />o Council adopted resolution restricting parking on east side, <br />allowing parking on west side to answer resident concerns and <br />provide continuity with City of Falcon Heights. <br />o Adjacent property owners indicate concern regarding current parking <br />restrictions and request further City Council consideration. <br />Policy Objective: Hamline Avenue is under -the jurisdiction of Ramsey <br />County. All parking restrictions on Hamline Avenue must have Ramsey <br />County approval. However, Ramsey County imposes parking restrictions <br />only after recommendation and concurrence by the affected city, <br />consistent with normal traffic engineering and safety principles. <br />Financial Implication: There will be no cost to the city or change in <br />project cost allocation for parking within the approved 52 -foot wide <br />roadway. <br />Discussion of Alternatives: Staff has met with Ramsey County to discuss <br />possible alternates. Based on this meeting,it is recommended that the <br />parking restrictions be amended, so parking is allowed on the west side <br />from Larpenteur to Shryer with parking restricted on the east side, and <br />no parking on both sides be allowed from Shryer to County Road B. <br />
