Department REQUEST FOR COUNCIL ACTION DATE: 9/16/91 Manager Reviewed: ITEM NO.: C -1 Agenda Section: Hearings Item Desbription: Public hearing, Hamline Avenue parking,restrictions, Larpenteur Avenue to County Road B, 89 -16 Background: The City Council has scheduled a public hearing for Monday, September 16, 1991, to discuss the issue of parking restrictions on Hamline Avenue. Notices have been sent to all abutting residents along Hamline Avenue in the City of Roseville advising them of this public hearing. We have met with a representative of St. Rose of Lima Church to discuss the alternate parking proposals with them. A chronological history of the series of events relating to parking on Hamline Avenue is summarized as follows: o Project approved by City Council at roadway width of 52 feet, no parking restrictions on both sides. Concerns expressed by residents reaardina lack of on- street Darkina. o State aid standards changed June 19, 1991, allowing parking on a roadway of 52 feet in width. o Council adopted resolution restricting parking on east side, allowing parking on west side to answer resident concerns and provide continuity with City of Falcon Heights. o Adjacent property owners indicate concern regarding current parking restrictions and request further City Council consideration. Policy Objective: Hamline Avenue is under -the jurisdiction of Ramsey County. All parking restrictions on Hamline Avenue must have Ramsey County approval. However, Ramsey County imposes parking restrictions only after recommendation and concurrence by the affected city, consistent with normal traffic engineering and safety principles. Financial Implication: There will be no cost to the city or change in project cost allocation for parking within the approved 52 -foot wide roadway. Discussion of Alternatives: Staff has met with Ramsey County to discuss possible alternates. Based on this meeting,it is recommended that the parking restrictions be amended, so parking is allowed on the west side from Larpenteur to Shryer with parking restricted on the east side, and no parking on both sides be allowed from Shryer to County Road B.
