CITY OF ROSEVILLE <br />PARK IMPROVEMENT PROGRAM <br />P.I.P. <br />I. INTRODUCTION <br />A. BACKGROUND - The City of Roseville has had a long- standing <br />commitment to the development of quality parks and recreation <br />facilities. Over the past almost 30 years, the City has invested <br />millions of dollars in the acquisition and construction of 23 <br />parks and approximately 485 acres of park and open space land. <br />During the past five years several critical factors have come <br />to the attention of staff, Park and Recreation Commissioners <br />and the City Council: <br />+ Age of facilities and amenities (many were <br />constructed during the initial years of the <br />System development). <br />+ Deterioration (high usage has contributed to) <br />+ Standards and codes have chanced. (Activities have <br />changed the design consideration for any <br />facilities.) <br />+ Heavy maintenance load <br />B. ALTERNATIVES - After analyzing the problems, the following <br />options were considered: <br />1) Continue at the same level of redevelopment funding <br />($75,000 annually) . Only the most severe problems <br />would be corrected relying on maintenance crews to <br />patch and repair where possible. This would leave <br />little funding for preventive maintenance. <br />2) Organize large referendum to fund massive overhaul of <br />system. An unsuccessful referendum was held in 1989 <br />that contained some redevelopment projects. <br />3) Develop a prioritized, sequential redevelopment <br />program that significantly increases the annual <br />financial commitment to system improvement. <br />C. RECOMMENDATION - Recognizing the need to a) protect the <br />City's previous investment, b) provide improved facilities <br />for residents, c) protect the health and safety of Roseville <br />(1) <br />
