citizens, and d) enhance and protect the environment, the <br />staff and Commission recommended to the City Council that <br />they enact PIP. On November 19th the Council adopted the <br />first year of PIP in approving the first year installment of <br />$250,000 as a part of the 1991 budget. On December -10th the <br />Council further approved the concept by approving the 5 year <br />City Capital Improvement Program which includes an annual <br />$250,000 PIP funding level. Annual approval must be given as <br />a part of the budgeting process. <br />D. POLICY ISSUES <br />- The City previously made a substantial investment that needs <br />to be protected and enhanced. <br />- PIP monies will be spent to redevelop present park <br />facilities rather than construct entirely new projects. <br />- Projects will be recommended by staff, reviewed and <br />referred by the Parks and Recreation Commission and adopted <br />by the City Council. <br />- Additional funding may be used from participating groups to <br />enhance the project pending Council approval. <br />- Regular ongoing maintenance will continue to address those <br />problems that are not a part of the adopted current PIP <br />projects to insure completely safe facilities. <br />E. FINANCIAL IMPLICATIONS <br />$250,000 has been approved in the City budget in the Recreation <br />Improvements fund for implementation of the PIP. In the 5 year <br />Roseville Capital Improvement Plan adopted by the City Council in <br />December of 1990, $250,000 has been programmed for each, year <br />from 1991 to 1995. Actual expenditure amounts must be approved <br />in each annual budget. <br />II. PIP GOALS <br />1. To repair and replace many park facilities and related <br />amenities that are in need of repair because of their <br />age and condition. <br />2. To bring all park facilities up to city code and to meet <br />recognized safety standards in all city parks. <br />3. To insure that all parks are used to their fullest <br />potential while protecting natural resources and open <br />space. <br />4. To increase the aesthetics of all Roseville parks <br />5. To make upgrades, enhancements and replacements without <br />incurring unusual costs for rehabilitation or <br />redevelopment. <br />(2) .. <br />
