CITY OF ROSEVILLE PARKS AND RECREATION DEPARTMENT PARK IMPROVEMENT PROGRAM F HOW DOES THE CITY OF ROSEVILLE DETERMINE WHEN TO REDEVELOP A PARK? The City uses the Park Improvement Program to help determine when a park or park amenity should be reconstructed. Each park amenity is assigned a numerical rating between 1 and 5 based on the following criteria: * age * lifespan * safety * current condition * magnitude * maintenance * use of outside funding * environmental effects This numerical rating is then entered into a computer program that automatically creates a weighted score for that amenity. The weightings are based on the priority of the above - listed criteria. In the Fall of 1990 the City Council determined that the City would spend $250,000 for the next several years to upgrade the Roseville park facilities. The annual items for the annual PIP are determined on the basis of the scores obtained in the PIP evaluation system listed above. CAN CITIZENS HAVE INPUT INTO IMPROVEMENT PROJECTS? Very definitely. Interested citizens may contact the Parks and Recreation Department and the Parks and Recreation Commission at any time to give their comments and concerns relative to the improvements needed in the Roseville park system. Additionally, before any improvements are initiated, a public hearing will be held describing the intended program and seeking citizen input. There will also be a neighborhood meeting in those areas where park improvements are planned. WHO DECIDES IF A PROJECT WILL BE INITIATED OR NOT? The staff makes recommendations to the Parks and Recreation Commission who review this evidence and forward on their recommendation to the City Council. Based on this information, THE CITY COUNCIL MAKES THE DECISION ON WHETHER TO PROCEED WITH THE RECOMMENDED PROJECTS. MONIES FOR THE PIP MUST BE APPROVED ANNUALLY AS A PART OF THE ANNUAL CITY BUDGET. `
