Department REQUEST FOR COUNCIL ACTION Manager Reviewed: DATE: 2/25/91 ITEM' NO.: Agenda Section: �CZ�6, Reports and Recommendations Item Description: Purchase of replacement street sweeper Background: In the 1991 through 1995 Capital Improvement Program, replacement of the city's two street sweepers is scheduled. One is planned for purchase in 1991. In the 1991 approved budget under the capital equipment section for the storm utility, $91,000 has been approved for purchase of a new street sweeper. The current street sweeper is 15 years old. It is no longer economical to continue to operate and maintain this unit. Accordingly, it is necessary to consider replacement of the street sweeper. Policy Objectives: Over the years, the city has purchased equipment according to a systematic replacement program. At the time equipment reaches the end of its useful life, the mechanic staff makes a determination whether it is economically feasible to continue to maintain the equipment. Competitive bids are taken for new equipment purchase. specifications are written by appropriate departmental staff that allows a maximum variety of equipment to be bid which meets the city's needs. Financial Implications: The approved 1991 budget for equipment purchase within the storm drainage utility has $91,000 approved for purchase of the street sweeper. Discussion of Alternatives: Based on specifications, bids were received and opened on Tuesday, February 19, 1991. Bids were requested for three -wheel drive sweepers with both hydraulically and mechanically driven brooms. Two manufacturers submitted bids for equipment. The specifications required providing a 1991 model. However, one vendor also bid a 1990 demonstrator model with approximately 50 hours of use. In addition to the base bid, the bid included a deduct amount for the 1976 street sweeper which is being traded in. In addition, options for positive positioning of the broom and spring- loaded dirt shoes were added. The total bid for each of the separate pieces of equipment is summarized in the following table:
