One is <br />planned for purchase in 1991. In the 1991 approved budget under the <br />capital equipment section for the storm utility, $91,000 has been <br />approved for purchase of a new street sweeper. The current street <br />sweeper is 15 years old. It is no longer economical to continue to <br />operate and maintain this unit. Accordingly, it is necessary to <br />consider replacement of the street sweeper. <br />Policy Objectives: Over the years, the city has purchased equipment <br />according to a systematic replacement program. At the time equipment <br />reaches the end of its useful life, the mechanic staff makes a <br />determination whether it is economically feasible to continue to <br />maintain the equipment. Competitive bids are taken for new equipment <br />purchase. specifications are written by appropriate departmental staff <br />that allows a maximum variety of equipment to be bid which meets the <br />city's needs. <br />Financial Implications: The approved 1991 budget for equipment purchase <br />within the storm drainage utility has $91,000 approved for purchase of <br />the street sweeper. <br />Discussion of Alternatives: Based on specifications, bids were received <br />and opened on Tuesday, February 19, 1991. Bids were requested for <br />three -wheel drive sweepers with both hydraulically and mechanically <br />driven brooms. Two manufacturers submitted bids for equipment. The <br />specifications required providing a 1991 model. However, one vendor <br />also bid a 1990 demonstrator model with approximately 50 hours of use. <br />In addition to the base bid, the bid included a deduct amount for the <br />1976 street sweeper which is being traded in. In addition, options for <br />positive positioning of the broom and spring- loaded dirt shoes were <br />added. The total bid for each of the separate pieces of equipment is <br />summarized in the following table: <br />
