We concluded from the information <br />provided that the Elgin mechanical sweeper is much more expensive to <br />operate from a routine maintenance standpoint. However, over the life <br />of the equipment, the hydraulic machines are more expensive in terms of <br />total cost for replacement parts. Accordingly, the extra routine <br />maintenance costs of the mechanical sweeper is offset by the higher <br />parts cost for the hydraulic pieces of equipment. While the information <br />is informative, for overall analysis it does not provide a clear basis <br />for selecting one piece of equipment over the other. <br />staff Recommendation: We recommend award of bid be considered to <br />McQueen Equipment for purchase of an Elgin three -wheel sweeper. Either <br />the hydraulic model or the mechanical model should be considered. The <br />Athey demonstrator does not comply with the specifications requiring a <br />new piece of equipment. The new Athey is considerably higher cost than <br />the Elgin models. Our experience and reference checks has indicated <br />that the Elgin mechanical sweepers, while it is a slightly higher first - <br />cost, is a more reliable machine with a much longer track record. The <br />hydraulic model has only been available for approximately five to seven <br />years, and the initial experiences with some hydraulic machine owners <br />has not been good. The city's two sweepers which we have operated for <br />15 to 20 years with few problems have both been Elgin mechanical <br />sweepers. Accordingly, it is recommended that the bid be awarded to <br />McQueen Equipment for purchase of a new Elgin three -wheel mechanical <br />sweeper in the net total amount of $58,453 even though this unit is <br />$1,113 or 2% higher cost than the Elgin hydraulic sweeper. <br />COUNCIL ACTION: <br />Approval of motion accepting bid of McQueen Equipment for purchase of a <br />new 1991 Elgin mechanical three -wheel street sweeper in the net total <br />bid amount of $58,453. <br />
