REQUEST FOR COUNCIL ACTION <br />Department Approval: <br />Manager Reviewed: <br />DATE: 2/25/91 <br />ITEM NO.: �__ b <br />Agenda Section: <br />Reports and Recommendations <br />Item Description: Application for Metropolitan Council Grant for <br />purchase of recycling containers. <br />The Council, at its February 19 work session, reviewed the possibility <br />of applying for a Metropolitan Council Grant for the purchase of 10,000 <br />twenty -one gallon recycling containers to be provided to all single <br />family, duplex, and town house units in the community. The containers <br />are similar to those used in most other communities in the metro area. <br />Containers provide the following benefits: <br />• reminder for residents to recycle, <br />• improve neighborhood appearance, <br />• convenience for residents, <br />• increased participation, <br />• demonstrates City support for recycling. <br />The recently completed Citizen's Survey indicated that 69 percent of <br />Roseville residents favor expanding the recycling program to include <br />containers. In fact, 71 percent of those residents would support this <br />expansion even if it meant an increase in their taxes. <br />The Grant Application must be submitted to the Metropolitan Council by <br />May 30. .;Staff members at the Metro Council indicate it is unlikely <br />that the grant program will be available after this current application <br />period. <br />Policy Objective <br />To increase participation rate and tonnage collected in the City's <br />curbside recycling program. <br />Alternatives <br />• Purchase no containers. <br />• Purchase recycling containers in 1991 with matching grant. <br />• Budget for the purchase of containers in 1992. The risk of this <br />alternative is that it is unlikely a 50 percent matching grant <br />would be available. <br />Financial Implication <br />The estimated cost of 10,000 recycling containers is approximately <br />$54,000. The Metropolitan Council matching grant would provide $27,000 <br />with the City responsible for the remaining $27,000. <br />Funds are not included in the 1991 Budget for this purchase; however, <br />if the grant is approved, the $27,000 could be funded from the Permanent <br />Improvement Fund. <br />
