Rosedale Commons Addition, Case No. 2178 4. Zoning Ordinance References Page 6 M Chapter 9 of the Roseville Code contains standards for the Shopping Center District. The new design standards are included in the recently adopted Chapter 19. Parking standards in the Business districts are found in Section 8.080. Looking at the entire Rosedale Commons Center, the changes that are proposed as part of this application are relatively minor. We are supportive of the owners continued efforts to promote the economic health of the center and their efforts to accommodate a new anchor tenant would appear consistent with their overall strategy. The conversion of a portion of the existing mall space to retail and the removal of 12 parking spaces, is effectively mitigated through the conversion of 6,900 square feet of existing retail space to storage. Technically the storage space requires 3.5 spaces which are not accounted for in the equation. However, the twelve spaces that are to be removed are behind the building and not well located to serve retail customers and we are not particularly concerned about this discrepancy. After working on the new design standards for nearly two years, however, we would like to see the new portions of the design conform with the new standards. From our review it would appear that the proposed loading area would meet the standard and the proposed trash handling equipment (although effectively partially screened) would not meet the letter of that standard. We would recommend that this application be approved subject to the following conditions: 1. The screen wall adjacent to the loading dock be increased in height by at least 18 "; and 2. The design for accommodating the new trash handling equipment be consistent with the new design standards.
