Rosedale Commons Addition, Case No. 2178 <br />4. <br />Zoning Ordinance References <br />Page 6 <br />M <br />Chapter 9 of the Roseville Code contains standards for the <br />Shopping Center District. The new design standards are <br />included in the recently adopted Chapter 19. Parking <br />standards in the Business districts are found in Section <br />8.080. <br />Looking at the entire Rosedale Commons Center, the changes <br />that are proposed as part of this application are <br />relatively minor. We are supportive of the owners <br />continued efforts to promote the economic health of the <br />center and their efforts to accommodate a new anchor <br />tenant would appear consistent with their overall <br />strategy. <br />The conversion of a portion of the existing mall space to <br />retail and the removal of 12 parking spaces, is <br />effectively mitigated through the conversion of 6,900 <br />square feet of existing retail space to storage. <br />Technically the storage space requires 3.5 spaces which <br />are not accounted for in the equation. However, the <br />twelve spaces that are to be removed are behind the <br />building and not well located to serve retail customers <br />and we are not particularly concerned about this <br />discrepancy. <br />After working on the new design standards for nearly two <br />years, however, we would like to see the new portions of <br />the design conform with the new standards. From our <br />review it would appear that the proposed loading area <br />would meet the standard and the proposed trash handling <br />equipment (although effectively partially screened) would <br />not meet the letter of that standard. <br />We would recommend that this application be approved <br />subject to the following conditions: <br />1. The screen wall adjacent to the loading dock be <br />increased in height by at least 18 "; and <br />2. The design for accommodating the new trash handling <br />equipment be consistent with the new design <br />standards. <br />
