1. It is recommended that the City Council approve a preliminary plat as submitted. The public hearing.for the final plat should be scheduled for March 25, 1991. 2. It is recommended that the City Council approve a special use permit for an automobile related use at 2330 County Road C with the following conditions: a. That if evidence of any contamination is found on the site, that it be totally cleaned up to the satisfaction of the Engineering Department prior to the issuance of a certificate of occupancy. b. That plans be modified to provide for trash handling in • manner consistent with the City's standards including • roof on the structure. C. That final plans be reviewed to insure that all rooftop utilities are screened in accordance with City standards. d. That final construction drawings be submitted to make certain that none of the proposed landscaping will interfere with sewer and water lines. e. That erosion control plans be prepared, reviewed, and approved by the Engineering Department prior to commencement of any grading activities on the site. f. That approval of the proposed sign be deferred until the City sign ordinance is reviewed and modified to allow the proposed sign as submitted. g. That the applicants must secure an easement for storm sewer on the southeast corner of Lot 2. A copy of this easement shall be provided to the City Engineering Department prior to commencement of site development. h. That a performance bond or letter of credit be submitted to the Community Development Department in an amount equal to 1 -1/2 times the estimated cost of the proposed landscaping. i.
