Approval: REQUEST FOR COUNCIL ACTION DATE: 3/11/91 Manager Reviewed: ITEM NO.: F-.1, Agenda Section: Reports and Recommendations Item Description: Receipt of feasibility study and ordering of improvement for city project P- 91- 13- -Zeece subdivision cul -de -sac south of County Road B. Background: The City Council at its January 28, 1991, meeting received a petition from Steve and Trotty Zeece for the construction of a cul -de -sac to serve the lots they are currently platting and ordered staff to prepare a feasibility report. The engineering department has completed preliminary engineering plans and a feasibility report detailing the proposed project. Policy objective: Based on Minnesota statute, projects petitioned for by 100% of the benefiting properties may be ordered by the city council without a public hearing. Financial implication: It is proposed that general obligation improvement bonds be sold to finance this project and 100% of the project cost be assessed to the new residential lots. It is anticipated that this project along with other 1991 construction projects will not exhaust the city's bonding capacity. Schedule: If approved, this project will be constructed as part of 1991 Contract A along with other 1991 PMP projects. It is anticipated that construction will commence approximately May 15 and be completed by approximately July 15, 1991. Staff recommendation: Council receive the.feasibility report and order the construction of the proposed cul -de -sac in order to dovetail the construction of this cul -de -sac with other 1991 PMP projects. It recommended that the council utilize the flexibility of the 100% petition allowed by Minnesota state statute and order this project without a public hearing. COUNCIL ACTION: Adoption of a resolution receiving the feasibility study and ordering the improvement for city project P- SS- W- 91 -13- -Zeece Addition cul -de- sac.
