LAWFUL GAMBLING <br />X11 <br />*rg,ani,zations <br />have <br />6 <br />i"H)VI"Yrratay <br />deducted <br />expenses, <br />leaving less <br />money <br />for <br />available <br />lawful <br />Ujii ilk <br />- <br />However, several types of expenditure were questionable, particularly pay- <br />ments for utilities, compensation, and rent: <br />0 <br />Organizations that operate gambling on their own premises are <br />allowed by law to deduct funds from gambling proceeds to pay t e <br />proportionate share of utilities that are used for gambling, but many <br />organizations, exceed this amount. <br />Organizations are allowed to use, gambliniz funds to pay compensation <br />for their own employees only when they are "directly engaged in <br />conducting gambling,,," but many organizations pay compensation for <br />other employees as well. <br />Organizations are allowed to, use gambling funds to pay rent to a third <br />0 <br />pa conduct gambling operations, but many exceed the malumum <br />allowable payment of $600 per month. <br />One result of these practices is that some gambling proceeds are unlawfully <br />used to support, the sponsoring organ i" zation rather than being available for <br />charitable pu,rposeis.i All but one organization we visited spent some gambling <br />mioney on expenses that are disallowed. <br />
