The anticipated next steps are for the Parks end Recreation Commission end the COT to: <br />36 • Explore project phasing options <br />37 0 Guide the statistically valid survey in order to com�pare end con�trast the fin�al plan <br />38 details an�d determ�in�e support level for implementation direction <br />39 0 Com�m�un�icate plans details and implementation strategies to com�m�un�ity <br />40 0 Review, an�alyze any recommen�d consideration of fun�din�g mech�an�isms, not <br />°11 along e, but in�cludin�g a referendum for phase 1 for fall 2011 <br />42 <br />43 Two items before us at this paint and outlined below are to identify an implementation process <br />44 budget for the COT and to proceed with the statistically valid survey., <br />45 <br />46 Overall Implementation Bud <br />47 It is im portan�t that the process and the Citizen Organ�izin�g Team (COT') h�ave resources to do <br />4,', their work and com�m�un�ity outreach�., T'h�e COT discussed and recom�m�e nod ed a budget of <br />49 $,50,000 which is in�cluded in your packet., <br />The entire budget is for community outreach and involvement. <br />53 On January 4, th 1 2010, the Parks and Recreation Commission discussed the process budget <br />54 and recom�m�en�ds to you that $,50,000 be allocated to th�e citizen implementation effort for th�e <br />items listed ins the attached budget. Although h�esitan�t to take from the already dim�in�ish�ed Park <br />Improvement Program (PIP) budget, but with n�o other alternatives, the Commission <br />recom�m�en�ds that it be taken from the following sources-, 1) $,4,0,000 from the adopted <br />$,18,5,000 Park Improvement Program (PIP) budget and 2) $,10,000 from the City <br />9 Com�m�un�ication�s budget approved by the City Manager. <br />60 <br />6 1 Surve <br />62 This is an item that has been discussed for some time and was recommended by the Master <br />63 Plan Citizen Advisory Team (CAT). The COT has met twice since the adoption of the final <br />64 plan with the next mooting scheduled for January 11 t"1 2011. T'h�ey are anxious to proceed <br />6°` with the statistically valid survey to be able to continue their work in earnest <br />66 <br />67 Several qualified market research firms were contacted to submit a proposal. Two proposals <br />68 were received from National firms that specialize in the type of information that the COT', <br />69 Commission and staff are seeking. T'h�e two proposals received were from Green <br />'7 0 Play/Nation�al Research Center and Leisure Vision. <br />'7 1 <br />'72 Parks and Recreation Commission Chair and COT'm�em�ber Stark was asked by the COT to <br />'7 3 work with staff to lead the survey effort and has agreed., <br />74 <br />'75 After proposal review and analysis by Stark, members of the COT and the Parks and <br />76 Recreation Commission, Leisure Vision is being recommended (proposal attached) to conduct <br />'7 "7 the survey., <br />'7 8 <br />'7 9 On January 4, th ) 2010 the Parks and Recreation reviewed both survey proposals and <br />recommend that the City Council authorize the attached Leisure Vision proposal <br />Page 2 of 4 <br />
