<br />EXTRACT OF MINUTES OF MEETING OF 1HE <br /> <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the <br />City Council of the City of Roseville, County of Ramsey, Minnesota <br />was duly held on the 28th day of July, 1986 at 7:30 p.m. <br /> <br />The following members were present: Johnson, Matson, Kehr, <br />Cushman, and Demos, and the following were absent: None. <br /> <br />Member Matson introduced the following resolutiol and moved its <br />adoption: <br /> <br />RESOLUTION 7969 <br /> <br />SAFETY STANDARDS FOR PIPELINES AND ')THER <br />CARRIERS OF HAZARDOUS MATERIAL, <br /> <br />WHEREAS, the City of Roseville has approximately 34 miles of large <br />petroleum and natural gas piplines (see Exhibit 'A") installed <br />within its borders; and, <br /> <br />WHEREAS, the City of Roseville has experienced a major incident <br />relating to the pipeline which caused one fatali":y and several <br />injuries; and, <br /> <br />WHEREAS, the City of Moundsview has recently expE~rienced a major <br />incident causing two fatalities and several injul"ies; and, <br /> <br />WHEREAS, the City of Moundsview has experienced difficulty and <br />frustration in their attempts to control activit:.es after the <br />incident because of jurisdictional disputes with federal agencies; <br />and, <br /> <br />WHEREAS, the City of Roseville shares the concerr. of the City of <br />Moundsview in its ability or inability to exerci~e control or <br />influence over safety conditions effecting its residents because of <br />jurisdictional disputes and inadequate communications; and, <br /> <br />WHEREAS, the City of Roseville has recently expelienced situations <br />where the appropriate State agencies do not appear to have <br />adequate contingency plans for a timely response to the after- <br />effect of an incident such as occurred in the City of Moundsview; <br />and, <br /> <br />WHEREAS, the City of Roseville has reason to believe that the <br />inspection procedures for the installation of natural gas mains and <br />service connections are potentially defective because of <br />inadequately trained or qualified natural gas company personnel; <br />and, <br />
