<br />WHEREAS, the City of Roseville believes there i~; a need for more
<br />stringent inspection, testing, and monitoring st:andards regarding
<br />all systems involved in the transportation of fl~ls through
<br />pipelines and other carriers to insure the maxinlum degree of safety
<br />for lives of people within the city;
<br />
<br />NOW THEREFORE BE IT RESOLVED, that the City CouLcil of Roseville
<br />supports the request of the City of Moundsview to the U. S.
<br />Department of Transportation to cause certain ir.spection, testing,
<br />and replacement procedures on the pipeline within their City.
<br />
<br />BE IT FURTHER RESOLVED, that the City Council of Roseville requests
<br />the United States government and the State of Minnesota proceed to
<br />expeditiously adopt more stringent standards relating to pipeline
<br />safety, to include, but not limited to the inspection, testing,
<br />monitoring and manufacturing, installation, and replacement of
<br />pipelines.
<br />
<br />BE IT FURTHER RESOLVED, that if such stringent ~ipeline safety
<br />standards are not immediately adopted to request the federal
<br />government to remove or rescind any laws or regulations which may
<br />impede local government control over pipeline safety.
<br />
<br />BE IT FURTHER RESOLVED, that the City Council of Roseville requests
<br />the U. S. Congress, the Minnesota State Legislature and the
<br />Governor of the State of Minnesota act to insure local governments
<br />are immediately advised of any hazardous material spills, reports,
<br />testing, monitoring, investigations, and permits that occurred or
<br />were received, required, prepared, undertaken or issued by federal
<br />or state agencies, and the substance, of which, ~re potentially
<br />hazardous to its residents.
<br />
<br />BE IT FURTHER RESOLVED, that the City Council of Roseville requests
<br />the State of Minnesota direct its appropriate a~!ncies to develop
<br />contingency plans for the handling of the after-iffect of petroleum
<br />pipeline spills; and to consider the establishme:lt of a response
<br />team who are specifically trained in disasters i:lvolving hazardous
<br />materials.
<br />
<br />BE IT FURTHER RESOLVED, that copies of this reso_ution be forwarded
<br />to all members of the Minnesota Congressional de._egation, to the
<br />U.S. Department of Transportation, to the National Transportation
<br />Safety Board, the Roseville Legislative delegation, the Governor of
<br />the State of Minnesota, Minnesota Pollution Control Agency,
<br />Governor's Commission on Pipeline Safety, Willians Pipeline
<br />Company, AMOCO (Pipeline) Company, and Northern ~;tates Power
<br />Company.

<br />this 28th day of July, 1986.

<br />The motion for the adoption of the foregoing rescllution was duly
<br />seconded by member Cushman, and upon a vote bein~ taken thereon,
<br />the following voted in favor thereof: Johnson, ~atson, Kehr,
<br />Cushman, and Demos, and the following voted agairst the same:
<br />None.
