14 The purchase of the Glock Handguns is necessary for the following reasons <br />16 0 All of our current handguns were purchased between 1999 and 2004. <br />1 7 • The cost of maintenance required by Glock is more than the cost of a new Glock (after the trade <br />1 in offer made by the retailer Keepers) <br />19 • Keeprs is the only authorized Glock vendor in this area. <br />20 0 Keeprs trade in offer allows us to outfit the entire department with new Glocks for $,9,176.29. <br />2 1 The cost of replacing the guns without the trade in would be $,23,604. <br />22 • The purchase is authorized in the 2011 budget. <br />23 <br />24 The purchase of the 4 Dodge Charger Police Patrol vehicles is being made for the following reasons.- <br />25 0 W need to replace existing patrol vehicles that are near the end of their useful life <br />26 0 Crown Victoria model is being discontinued <br />27 0 Charger model is less expensive and has higher gas mileage than Crown Victoria model <br />28 0 Performed better than other models in every category in Michigan State Police tests <br />29 0 They are being purchased off the MN State Contract <br />30 <br />3 'i The purchase of the 2 Chevrolet Tahoe Police vehicles is being made for the following reasons.- <br />32 0We need to replace existing police vehicles that are near the end of their useful life <br />33 0 1 Tahoe will replace existing K9 vehicle. Charger and Crown Victoria are too small to carry a dog <br />34 safely and all equipment and still be able to transport a prisoner <br />35 0 1 Tahoe will replace Police Supervisor vehicle and allow for carrying additional equipment needed <br />36 for crime scene processing and critical incident response <br />37 0 Tahoe is the only pursuit-rated S we found <br />38 0 Tahoe has an excellent maintenance record <br />39 0 They are being purchased off the MN State Contract <br />40 <br />4 'i The Elgin Street Sweeper is being purchased off the MN State Contract and will help meet storm water <br />42 regulations and maintain streets and storm sewers at expected levels. <br />43 <br />44 The dump truck replacement is being purchased off the MN State Contract and will be offset by a $,36,500 <br />45 trade in of an older 1999 model. Absent the replacement, the older vehicle would have required $, 10,000 in <br />46 transmission and dump box repairs. <br />47 <br />48 Sale of SMIus Vehicles or Equipment <br />49 City Staff have identified surplus vehicles and equipment that have been replaced and/or are no longer <br />5o needed to deliver City programs and services. These surplus items will either be traded in on replacement <br />'i items or will be sold in a public auction or bid process. The items include the following.- <br />Streets 1 1999 Sterling Dump Truck - $,36,500 trade-in <br />53 POLICY OBJECTIVE <br />54 Required under City Code 103.05. <br />55 FINANCIAL IMPACTS <br />56 Funding for all items is provided for in the current operating or capital budget. <br />Page 2 of 3 <br />
