Methodology Regarding a DemandlSupphy Model for Developing Level of <br />Service Standards (Optional) <br />Today, the demand for parks, trails, and recreation facilities in many communities is outgrowing <br />the number and quality of facilities that currently exist. With many communities having local, <br />state and federal suppliers of parks and facilities, as well as non-profit and private providers, the <br />traditional methods that have been used to establish levels of service standards are often times no <br />longer convincing to elected officials as well as city and county managers. <br />Also,, too often demand supply models are established bye looking at the demand for various <br />parks, trails and recreation facilities. The demand/supply models tracks both the demand for <br />such facilities,, and also the unmet demand,, i.e. the demand for each facility minus the demand <br />that is already being met = the unmet demand. The unmet demand provides the best information <br />regarding facilities that are still needed. <br />Leisure Vision has developed a demand/supply method to develop level of service standards that <br />are foremost reflective of the demand for such parks and facilities by community residents and <br />secondarily on the supply side take into consideration all providers in the City of Roseville <br />Components of the Supply/Demand Model include mapping out 1), the demand for each type of <br />parks, trails, and recreation facilities identified in the survey and 2), mapping out the unmet needs <br />for parks, trails, and recreation facilities. <br />Below and on the following page are examples charts showing the need for and unmet <br />needs for indoor fitness and exercise facilities. <br />
