k" <br />REQUEST FOR COUNCIL ACTION <br />Date: 1/24/2011 <br />Item No.: 12 b <br />Department Approval City Manager Approval <br />VD <br />Item Description: Authorize Survey for Parks and Recreation aster Plan Implementation <br />11 BACKGROUND <br />2 On November 15 'th 7 2010, the City Council adopted the Parks and Recreation System aster <br />3 Plan and authorized staff to work with the Parks and Recreation Commission to establish and <br />4, explore a structure and process for citizen involvement and master plan implementation. That <br />5 process has been ongoing since that time. <br />6 <br />"7 The adopted master plan is a result of extensive community involvement while building on <br />8 Imagine Roseville 2025 (IFS 2025). The extent of the process is outlined in the plan. <br />9 <br />110 The plan is primarily value based with the anticipation that the next step is to conduct a <br />11 statistically valid survey in order to: <br />12 9 Validate the master plan components <br />+0 <br />13 9 Assist in identifying phase one projeCL.-. <br />14, • Gauge the level of interest and comfort level of citizen financial support <br />15 <br />116 The Citizen Organization Team (COT) has met four times with efforts now being made to <br />1 7 solicit Citizen Implementation Team (CIT embers <br />11 111""":1'1�111 <br />119 The anticipated next steps are for the Parks and Recreation Commission and the COT to: <br />20 9 Explore project phasing options <br />21 9 Guide the statistically valid survey in order to compare and contrast the �final plan <br />22 details and determine support level �for implementation direction <br />23 9 Communicate plan details and implementation strategies to community <br />24, • Review, analyze and recommend consideration of funding mechanisms, not <br />25 alone, but including a referendum for phase 1 for fall 2011 <br />27 The survey has been discussed for some time and was recommended by the Master Plan <br />28 Citizen Advisory Team (CAT). Currently, the Citizen Organizing Team is anxious to proceed <br />29 with the statistically valid survey to be able to continue their work in earnest. <br />30 <br />3 1 Parks and Recreation Commission Chair and COT member Stark was asked by the COT to <br />32 work with staff to lead the survey effort and has agreed. <br />34, Several qualified market research firms were contacted to submit a proposal.
