City • Roseville
Project
3 L-07-05948A
April 7, 2008
Page 2
I
Based on the results of previous environmental investigations completed at the Site, petroleum -related
contaminated siolil will likely be encountered during the earthwork activities for building footings and
underground utility installations in the area of the former tank basins and product lines/dispensers,
located on the western portion of the Site. In adon, p etroleum-related contaminated soil from historic
land4reatment activities may be encountered on the eastern portion of the Site.
Vapor, mitigation measures will be taken to address potential soil vapor impacts from petroleum and
poltential noin-petr,ol eum -related contamination, as identified in limited concentrations in deep groundwater
samples collected at the Site. Specifically, a IFpassive it soil vapor extraction (SVE) system for potential
contamnant vapors, (including piping and a vapor retarder) wiill be engineered and installed in the
subgrade beneath each of the proposed buildings,, with the exception of the proposed parking ramp.
Following completion of the buildings, soil gas from the soil vapor mitigation: system piping wil'f be
monitored for the presence of organic vapors with a photoionization detector and for explosive conditions
with an ex,plosimeter. One pre-occupancy and, four quarterly post-occupancy monitoring events will be
cojiducted.
In addition to the impacted soil and groundwater at the Site, asbestos-containing vermiculite insulation
was identified within the block walls of the existing two-story office and warehouse building. Because
thei asbestloscontainlng insulation cannot be removed cost effectively prior to demolition, all of the block
walls and associated building materials that are impacted by the asbestos-containing insulation will be
considered asbestos waste and handled/disposed off-site as such.
Environmental Costs
The following. is a surnmary of the approximate environmental costs and the proposed grant eligibl
environmental costs that will be incurred during redevelopment. i
Phase I Environmental Site Assessment $ 2,900
Development Response Action Plan $ 2,000
MPCA Fees
Total Pre-Development Cost 6,400
Environmental Consulting $ 80,000
Analytical Testing of Soil $ 35,000
MPCA Fees $ 20X0
Installation of Vapor Barrier and Vent System (65,1000 sf @ $2/sf) $130,000
Asbestos, Abatement $115,000
Soil Management and Disposal (I 0,1 00 tons @ $2 /ton) $253FOOO
Total Development Related Cost $633,000
Totall Cost $6.399300
