lls1Spvq+_J� <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />M <br />Date.- 4/21/08 <br />Item No..- 7.k <br />City Manager Approval <br />Item Description.- Adopt Resolution of support for Non-Motorized Transportation Pilot <br />Program Grant Application <br />I BACKGROUND <br />2 At the Council's March 19,, 2007 Work Session we discussed the Non-Motorized <br />3 Transportation Pilot Program. This program is a part of the federal transportation bill <br />4 (SAFETEA-LU) and included four cities across the country. Minneapolis is one of those <br />cities. This program is being administered by a non-profit organization, Transit for Livable <br />6 Communities. The NTP program seeks to test how infrastructure improvements, combined <br />"7 with planning and education and promotion, can increase the number of people biking and <br />walking. <br />I ('_) The application encourages cooperation with other jurisdictions and connection beyond <br />"I'll community boundaries, as well as connecting significant institutions, businesses, community <br />12 centers,, and employment areas. Eligible communities include Minneapolis and other cities <br />13 that directly abut Minneapolis. One of the work groups is studying an infrastructure <br />14 application for better bike connection to Minneapolis from Roseville, Falcon Heights, and <br />I Lauderdale. It would also improve bike and pedestrian access to the University of <br />16 Minnesota,, St. Paul and Minneapolis campuses, and connection to Roseville's existing <br />I 7 bike/pedestrian infrastructure and Roseville businesses and other interest points. <br />19 We submitted an application for a grant for this project last year, and while we were the <br />Z,,:) highest scoring suburban application, we unfortunately were not funded. There is another <br />2 1 solicitation for this grant program due April 29, 2008. The application will be substantially <br />22 similar to the one submitted last year. The corridor proposed is Fairview Avenue in <br />23 Roseville and Falcon Heights, Larpenteur Avenue in Falcon Heights and Lauderdale, <br />24 Gortner Avenue through the University of Minnesota St. Paul campus to connect to the <br />Z, dedicated transitway. This transitway connects to the Minneapolis campus and Downtown <br />26 Minneapolis via projects approved under this program last year.
