Department Approval <br />l <br />REQUEST FOR COUNCIL ACTION <br />Date.- 4-21-2008 <br />Item No..- 13.b <br />City Manager Approval <br />Item Description.- Policy, procedure and ordinance changes necessary to implement enhancements to <br />Roseville's Code Enforcement program. <br />1 1.0 BACKGROUND: <br />2 1.1 Based on the City Council discussion on April 14th regarding code enforcement, staff is looking <br />3 for the City Council to review a revised ordinance regarding administrative tickets and fines and <br />4 consider its adoption, to authorize staff to hire an seasonal intern, acknowledge the procedural <br />changes to the code enforcement activities that were discussed previously and consider <br />6 modifying the prosecuting attorney's contract to remove the language requiring City Council <br />"7 approval to issue a court citation <br />W- 11 <br />9 2.1 At the April 14, 2008 City Council meeting, Council reviewed information provided by staff <br />I regarding improving and enhancing code enforcement activities within the City of Roseville. <br />"I'll Staff brought forward informational materials, procedure and policy changes, and a draft <br />12 ordinance to be considered by the City Council. After discussion, the City Council tabled action <br />13 on the matter and instructed staff to amend the proposed ordinance to address concerns raised <br />14 by the City Council and to have a dialogue with the Roseville HRA regarding their possible <br />I involvement with code enforcement activities. <br />16 2.2 Temporary 'Yeasonal Code Enforcement Intern. As discussed previously, the seasonal intern <br />will be used to assist in code enforcement activities in the busy summer months as well as staff <br />the neighborhood enhancement effort being proposed for this summer. The total costs of the <br />19 intern and the neighborhood enhancement program is estimated to be $,15,060.00. <br />Z::); 2.3 Staff believes that it is imperative to hire a season intern for 5 months to improve the code <br />2 1 enforcement of the city. The intern will assist with code complaints as they come in and <br />22 undertake proactive outreach with the neighborhood enhancement program. <br />23 2.4 If the City Council does not want to fund the position through the fines collected for code <br />24 enforcement violations as discussed on April 14th, staff suggests two options for consideration. <br />25 a) Fund the total amount ($15,060.00) through the budgeted dollars put into the 2008 <br />26 City Budget to implement the results of the Imagine Roseville 2025 process. As code <br />27 enforcement was deemed as a high priority from the IR 2025 process, staff believes the <br />28 use of the funds from the 2008 budget is warranted. <br />Page I of 3 <br />
