If the City changes a voting <br />precinct the City is required to send postcards to all registered voters <br />notifying them of the change in the voting location. The City would then <br />be required to send another postcard notifying voters of the voting location <br />for the September primary and November election. Depending upon the <br />number of registered voters in the precinct it could cost between $,800 and <br />$,2,,000. This could likely happen, especially with our busier churches. At <br />the April 2004 special election we had to negotiate special <br />accommodations with one of the churches to allow us to use their <br />building. <br />Employee costs ??? — estimate that it takes about 200 hours of staff <br />time to coordinate an election. Current staff would not be able to coordinate this <br />election and the September and November elections. Additional staff would need <br />to be hired. <br />Coordinating a Special Election <br />In 2004,, the City held a special election on April 20, approximately 31/2. oaths after a <br />vacancy was declared. It takes several weeks to prepare for an election. There are many <br />legal and logistical concerns to consider; foremost, the City would need to pass an <br />ordinance. Here is a possible timeline.- <br />• May 12 - Ordinance change <br />• May 20 — Ordinance effective <br />• June 9 — Council calls a Special Election <br />• June 10 to 24 - Filing for office — open for two weeks <br />• July 15* — Ballot printing completed <br />• Before July 25** — Appoint election judges <br />• July 18 to August 18 — Absentee voting <br />• August 19 — Special Election <br />• September 9 — Primary Election <br />
