1� 7 7.3 Much of the discussion between the Planning Commission, the applicant, and a <br />representative of the Police Department was focused on the electronic APS system which <br />daily transmits detailed records of each purchase made by a pawnbroker to law <br />enforcement agencies across the Minnesota. The system alerts local law enforcement <br />officers to stolen goods that have been pawned so that the stolen items may be recovered <br />1 1� 2 and the person who sold the item can be identified. <br />,11� 11� 1 3 8.0 RECOMMENDATION <br />1 1 ;<1. 8.1 Based on the comments and findings outlined in Sections 5 and 6 of this report, the <br />1 1� 5 Planning Division concurs with the recommendation of the Planning Commission to <br />1 1� 6 approve the requested CONDITIONAL USE PERMIT to allow the proposed pawn shop to <br />1 1� 7 operate in compliance with the requirements and regulations established in §1005.015, <br />1 1 f §1013.01 and §31.1 of the Roseville City Code subject to the following conditions: <br />a. The Roseville Police Department will monitor the number of calls related to the pawn <br />shop; <br />1 2 1 b Should the City (with the assistance of the Police Department) conclude that the <br />1 22 number of police calls is substantial and due to illegal activity and/or loitering <br />1 23 occurring in the parking lot, the City will review and consider possible amendments <br />1 241 to and/or a revocation of the approved CONDITIONAL USE PERMIT; <br />1 25 c. The pawn shop shall not deal in check cashing or payday loans, pornographic <br />1 26 materials, and/or firearms; <br />1 2 7 d. The size of the pawn shop shall be limited the existing tenant space at 2189 Snelling <br />1 28 Avenue as indicated on the floor plan reviewed with this application; and <br />1 2 e.
