Council- <br />member Roe spoke in opposition to appointing someone to the vacant seat who <br />intended to run for election to avoid providing extra publicity and/or advantages, <br />to their campaign. <br />Councilmember IhIan opined that the "kingmaker idea," indicating that whomever <br />was, appointed would determine who won the fall election, was, inaccurate and <br />further opined that incumbency didn't guarantee a win, and while it may be an <br />advantage, was, an unknown. Councilmember IhIan further opined that an ap- <br />pointed candidate may be voting on important is,s,ues, and making a deciding vote, <br />while not having been democratically elected. Councilmember IhIan further <br />opined that she was, concerned that appointees, may be asked to promise not to run <br />for election, since that was, their political right to do so. <br />Councilmember Pus,t opined that the implication of not being accountable to vot- <br />ers, would also be applicable if someone only ran for office once, and didn't seek <br />re-election. Councilmember Pus,t further opined that they were still accountable <br />to the citizens, of Roseville; and that there were lots, of ways, to be accountable <br />without standing for election. <br />Mayor Klausing thanked Councilmembers, for the good dis,cus,s,ion; and requested <br />that staff include future agenda discussion on revising City Ordinance related to <br />special elections,. <br />12, a., Consider Adoption of a Resolution regarding the Request by Red Dog Hold- <br />ings LLC dIb/a Cash N Pawn for a Conditional Use Permit to allow a Pawn <br />Shop at 2,181 — 2,195 Snelling Avenue (PF08-014) <br />Community Development Director Patrick Trudgeon briefly reviewed the request, <br />and noted City Code Chapter 311 regulating pawnbrokers, and precious, metal <br />dealers,, and reviewed recommended conditions, of approval. <br />Mr. Trudgeon noted that inclusion in the staff report of over thirty-five communi- <br />cations, and/or e-mails, received by staff in opposition to, or expressing; concerns,, <br />with the proposed pawnshop. An additional written note of opposition was, re- <br />ceived earlier today from Noreen Sarg, 1640 W Highway 3 and was, presented as <br />a Bench Handout. <br />Mr. Trudgeon advised that the applicant had mailed a letter, dated April 21, 2008, <br />to residents, in the immediate area, in an effort to addres,s, concerns, of residents, <br />about a pawnshop and to addres,s, misconceptions, about the type of business. Mr. <br />Trudgeon advised that, consistent with public record and staff policy, a list of area <br />residents, within a stipulated area, had been provided by staff to the applicant, at <br />their request. Mr. Trudgeon advised that the communication had been created and <br />distributed by the applicant, without review by staff beforehand, and thus, any <br />concerns, of the letter's, content needed to be addressed directly to the applicant. <br />
