<br />At the request of Mayor Klausing, Lt. Ros,and responded to additional questions
<br />on police monitoring of transactions, and database records, of those transactions,.
<br />Donald Gault, 2021 ,, Hershel Street
<br />Mr. Gault noted that his initial reaction had been negative; especially after reading
<br />the first few paragraphs,, and the fact that it came personally addressed ; in addition
<br />to the inappropriate comments, and the indication that he'd had personal corre-
<br />spondence with the applicant or City staff. Mr. Gault referenced his subsequent
<br />conversations, with City staff.
<br />Mr. Gault opined that this didn't sound like a good thing for Roseville, based on
<br />the comments, expressed, perceptions,, and problems, associated with such a use.
<br />Mayor Klausing opined that a number of bad things, have happened over time
<br />based on nothing more than perceptions,- and questioned if the City should be en-
<br />dorsing; such misconceptions,.
<br />Mr. Gault advised that he'd moved to Roseville originally based on his perception
<br />that it was, a great place to live and raise a family; and questioned if this type of
<br />bus,ines,s, was, in line with where he wanted his son to live and attend school. Mr.
<br />Gault advised that the City didn't have police assigned to monitor restaurants,, gas,
<br />stations,, or other types, of business; and opined that the nature of this bus,ines,s,
<br />seemed more volatile if it required such additional monitoring. Mr. Gault further
<br />opined that, based on comments, heard tonight from citizens,, their sense of secu-
<br />rity or community wasn't being enhanced by the proposed business, and didn't
<br />make people comfortable.
<br />Recess
<br />Mayor Klausing recessed the meeting at 8:35 p.m. and reconvened at 8:45 p.m.
<br />Mayor Klausing requested that Mr. Smith return to addres,s, comments, in his letter
<br />related to the City making them aware of concerns,.
<br />Mr. Smith reiterated his apologies, for the disconnect in communication in his
<br />haste to get the letter and information mailed out. Mr. Smith noted that he should
<br />have been more specific as to whom the 458 recipients, were and the purpose of
<br />the letter, after he'd requested a mailing list of area residents, from staff to avoid
<br />going door-to-door in the neighborhood, in an effort to save time. Mr. Smith ad-
<br />vised that it was, his error, and he had not intended to offend anyone, and again
<br />apologized.
<br />Mayor Klausing noted the difficult decisions, before the City Council with land
<br />use is,s,ues, and trying to respect and balance the rights, of property owners, with
<br />those of the citizens,. Mayor Klausing clarified that when he asked for the nature
