<br />11 BACKGROUND

<br />3 The Roseville Police Department requested, funding from the Minnesota Department of Commerce, Division of
<br />4, Insurance Fraud, Prevention Auto Theft Prevention Program for the purchase of automated, license plate readers
<br />5 (ALPR's) to assist in the apprehension of auto theft suspects and, the recovery of stolen autos. On October 14, 20111
<br />6 the Roseville Police Department was notified, that it had been awarded, funding in the amount of $44.03 1. allowing
<br />"7 for the purchase of two automated, license plate readers.
<br />The automated, license plate reader system captures license plate numbers automatically while an officer is on
<br />9 routine patrol. ALPR's are designed, to catch stolen or scofflaw vehicles—cars registered, to onwers with suspended,
<br />110 licenses, unpaid, fines or serious infractions such as DWI's. Alarms unique to each offense sound, whenever the
<br />11 system scans a plate registered, in the MN Bureau of Criminal Apprehension's database of stolen and scofflaw
<br />12 vehicles. A computerized, voice identifies the infraction.
<br />13 Automated, license plate readers do not have to be installed, on any particular squad- The cameras can be moved, from
<br />14, squad, to squad, and the software is loaded, onto squad, MDC's. This allows the system to be used on all shifts and,
<br />15 special details such as Ramsey County's Safe & Sober campaigns —a multi jurisdictional effort in protecting and,
<br />116 promoting public safety, and by East Metro SWAT, a tactical unit that includes officers from the Roseville Police
<br />1 ��7 Department, the New Brighton Department of Public Safety, the St. Anthony Police Department, the North St, Paul
<br />11 111",":1'11 Police Department, and, the University of Minnesota Police Department. The consolidation of these agencies allows
<br />119 their respective officers to extend, services beyond, their jurisdictions for the purpose of providing assistance and,
<br />20 enforcing the law in emergency situations.
<br />22 Automated, license plate reader data may be accessed, by members of the Department for law enfo�rcementpurposes
<br />23 o�nly as set forth by the Minnesota Department of Public Safety, and will be used only by sworn officers who have
<br />24, been properly trained, in the use of same.
<br />25 PROPOSED ACTION
<br />26 Allow the Roseville Police Department to accept the $44,031 in grant funds to be used as requested, for the purchase
<br />27 of two automated, license plate readers (ALPR's). Per the terms of the grant, $22,015.50 will be available from July
<br />28 11 2011 to June 30, 2012 for the purchase of one ALPR; $22,015.50 in funds will be available July 1. 2012 to June
<br />29 301 2013 for the purchase of the second, ALPR.
<br />3 1 With the use of mobile license plate readers, the Department's goal will be to achieve a decrease in auto thefts, an
<br />32 increase in the number of recovered, stolen vehicles and, an increase the number of suspects apprehended,.
<br />33 BUDGET IMPLICATIONS
<br />34, There is no match required, by this grant; therefore, no cost to the City of Roseville.
