As part of the long-term planning for the Twin Lakes Business Park <br />redevelopment in relation to the park, the Arthur Street Pond was constructed to <br />not only serve the treatment needs for the redevelopment area but also to <br />improve water quality at Langton Lake over existing conditions. The City plans to <br />expand the pond to non-park land adjacent to the site. Appropriate best <br />management practices (BMPs) will be used to minimize erosion and sedimentation <br />of exposed soils during construction. <br />Mitigation: Parkland converted to other than outdoor recreation use will be <br />replaced with land of equal value and functionality, in fulfillment of LA' CON and <br />state outdoor Recreation grant conversion requirements. <br />Enhancement: In 2011, the City of Roseville approved the Twin Lakes Sub-Area 1 <br />Regulating Plan. This is a part of the City's Zoning ordinance and covers all of the <br />proposed redevelopment to the west and south of Langton Lake Park, including <br />Twin Lakes Parkway. The main focus of this plan is to protect and enhance the <br />public enjoyment of Langton Lake Park. The Regulating Plan identifies six public <br />connections and for corridors linking the redevelopment and road system to <br />Langton Lake Park, these corridors/ connections address pedestrian connections, <br />wildlife corridors, and enhancement of the public realm. The City will encourage <br />the development of a network of sidewalks, traits, pedestrian amenities, parks and <br />open space in the Twin Lakes area to provide greenway/wi Id life corridors and to <br />encourage more pedestrian trips and fewer vehicle trips. <br />Recommended: <br />Local Agency Engineer <br />District State Aid Engineer <br />State Aid Engineer <br />Preliminary Approval conditioned on results of public notice F± comment period: <br />FH�WA Engineer Date <br />
