Amenities incluid�e a commuinity garden, lighted skating <br />rink with a heated shelter, a ball field, picnic areas, and a walking trail. <br />Applicable Clauses Affecting Ownership: Langton Lake Park has received federal <br />Land and Water Conservation Fund (LAWCON) and Minnesota outdoor Recreation <br />grants, both administered through the Minnesota DNR. <br />Unusual Characteristics Reducing or Enhancing the Value of the Property: Langton <br />Lake comprises most of the land area for the park and enhances its valuie. <br />LAWCON Section 6(f) (or other Federal Encumbrances) Impacts: The Arthur Street <br />Pond parcel was not within the Langton Lake Park boundaries at the time of the <br />LAWCON grant, therefore the Section 6(f) impacts only relate to the 2,51516 square- <br />foot impact to the main park parcel. The Arthur Street Pond parcel was within the <br />park boundaries at that time of the most recent state Outdoor Recreation grant. <br />It is noted that the DNR has the same replacement requirements for conversion of <br />Land subject to the Minnesota Outdoor Recreation Program grants as is required for <br />conversion under Section 6(f). <br />2. Impacts to the Section 4(f) Property. <br />Amount of Land impacted: <br />Main Park Parcel: Right of way: 2,51516 square feet ( <0.1 acres) <br />Arthur Street Pond Parcel: Right of way: 21,769 square feet (0.51 acres) <br />Remnant: 19,090 square feet (0.4 acres) <br />Permanent R/W Acquisition/ Easements: 0 acres <br />Temporary Easements: 0 acres <br />Functions Affected: None. <br />Facilities Affected: Regional stormwater pond. <br />3. Coordination with Responsible Official with Jurisdiction Over the Section 4(f) <br />Property: See attached Letter from [NAME, TITLE]. <br />4. Considerations. <br />Impact Avoidance: The No Build alternative would avoid impacts to Langton Lake <br />Park but would not meet the purpose and need for the project, which includes <br />providing a system link between the existing segment of Twin Lakes Parkway and <br />Fairview Avenue North at Terrace Drive, completing the link to/from 1-351W east <br />ramps at Cleveland Avenue North, addressing the internal east-west circulation <br />needs within the developing Twin Lakes Business Park, providing access to existing <br />businesses and future uses consistent with adopted City plans, and addressing <br />bicycle and pedestrian needs. <br />
