e C), construction of the connection of County Road C-2 between Hamline and Lexington. This <br />29 project is scheduled for construction in 2012. The project that staff is working on.- <br />30 0 Construct Road County Road C-2 connection between Griggs and Dunlap. To save some <br />3 1 of the trees in the right of way, staff is proposing to construct this street segment at a 28 <br />32 foot width. No parking will be allowed in this segment. <br />33 0 Construct a 6 foot wide concrete sidewalk along the north side of County Road C-2 <br />34 between Hamline and Lexington. <br />35 0 Provide parking bays on County Road C-2 between Hamline and Merrill. Currently, <br />36 parking is allowed on the north side of the street and not the south side of the street. Staff <br />37 proposes to move the north curb line 4 feet south to define on street parking bays and <br />38 narrow portions of the road. Specific locations will be identified on the preliminary <br />39 plans. No parking is allowed on streets narrower than 32 feet. <br />40 Streetscape.* Staff will look for streetscaping opportunities once the plans for the street <br />4 1 work are more fully developed. <br />42 The following work will be completed this fall. <br />43 0 Survey- complete. <br />44 0 Soil Borings- week of November 7 <br />45 0 All way stop signs installed at Merrill and County Road C-2- complete. <br />46 Over the coming months, staff will be developing preliminary plans. These plans will be <br />47 available for review and comment at a public Open House meeting in January 2012. County <br />48 Road C2 will be financed by MSA Funds and bid with the PMP projects <br />49 3. Sanitary Sewer fining and replacement, watermain replacement: The majority of the <br />city's sanitary sewer mains were constructed in the late 1950's and early 1960's, utilizing <br />clay the pipe. Over time the joint materials have failed allowing root intrusion. The pipe is <br />also susceptible to cracking and construction damage. The 2011 Capital Improvement Plan <br />recommends funding for a sanitary sewer main lining program to extend the life of our <br />sanitary sewers by 50 years or more. This technology essentially installs a new resin pipe <br />inside the old clay the sewer main without digging up city streets, which results in minimal <br />disruption to residents during construction. The liner pipe is inserted into the main through <br />existing manholes and cured in place with a heat process. Any given segment is usually <br />completed in one working day. Service line connections are reopened using a robotic cutter <br />and remote cameras. During the process, existing flows are bypassed using pumps. This <br />60 technology has been proven over the past 20 years, and costs have become competitive with <br />6 1 open cut replacement. The City started doing this type of renovation on and annual basis in <br />62 2006 and will have an annual project for the foreseeable future to replace our aging sewer <br />63 infrastructure. This technology also prevents infiltration of groundwater into the system and <br />64 can be credited toward current and future inflow/ infiltration surcharge. The location of this <br />65 work varies and is spread throughout the City based on system priority. <br />66 We are also evaluating sanitary and storm sewer replacement needs in our pavement <br />67 replacement areas as well as utility infrastructure needs in County and State project areas. <br />68 Those replacements are being identified as the project plans are being developed and will be <br />69 communicated to the Council at a later date. <br />'7 0 We are recommending replacement of the cast iron watermain as a part of the Rice Street <br />'7 1 next phase reconstruction project and a segment of main on County Road B-2. We also <br />'72 recommend replacement on two segments of city streets. These watermains were installed in <br />'7 3 the early 1960's and has experienced several breaks.
