<br />STORM DRAINAGE <br /> <br />13. <br /> <br />The storm drainage system would be constructed with the streets whenever ( <br />needed. Streets which are disturbed by storm construction that comes <br />about due to reconstruction of a different street as part of the program <br />will be assessed at the regular 25% rate. They will also be assessed at <br />the regular 25% rate for storm sewers as will all property draining to the <br />new facility. <br /> <br />OVERLAYS <br /> <br />14. Overlays would only be done on "marginal" or "problem" roadways having <br />uniform asphalt and base sections, approved drainage systems, and <br />sufficient strength to make an overlay effective and efficient. This <br />results in only these streets that have machine layed pavement and concrete <br />curb and gutter being eligible for overlays. These projects would be <br />staff initiated only and petitions would not be accepted. It is_estimated <br />that an average of less than one mile per year would be overlay through <br />the first eight years and between two and three miles per year thereafter. <br /> <br />15. Special priority is to be given to overlay the eligible streets while they <br />are still in the "marginal" category to avoid their deteriorating into the <br />"problem" category. <br /> <br />16. Priority will be given to eligible overlay projects in the neighborhoods <br />receiving the reconstruction program that year. <br /> <br />17. Overlays for other streets that are not in that year's programmed ( <br />neighborhood area would be scheduled based on that street's rating and <br />traffic. <br /> <br />18. Assessments will not be made for the overlaying of streets. These <br />projects would be considered a maintenance item. <br /> <br />SEAL COATING <br /> <br />19. Seal coating for all roadways in the "adequate" and "marginal" categories <br />would occur at as high a level as practical. The /!problem::roadways would <br />be seal coated at a lesser level to maintain reasonable usefulness. <br />(See maintenance plan dated September 18, 1986.) <br /> <br />20. Priority will be given to eligible seal coating projects in the neighbor- <br />hood receiving the reconstruction that year. <br /> <br />PATCHING <br /> <br />21. The roadways in the "problem" category will be patched when necessary by <br />using the "minimum" less expensive patch technique. (See maintenance <br />plan dated September 18, 1986.) <br /> <br />22. The roadways in the "marginal" and "adequate" categories would be patched <br />when necessary by the "premium" patch technique. (See maintenance ~ <br />plan dated September 18, 1986.) <br /> <br />23. Priority will be given to patching those streets in the neighborhoods <br />receiving the reconstruction program that year. <br />
