14 9 7.0 RECOMMENDATION <br /> Based on the comments and findings outlined in Sections 4—6 of this report, the <br /> Planning Division concurs with the recommendation of the Planning Commission to <br /> renew the approval of the annual state fair park and ride facilities as INTERIM USES for an <br /> additional 5 years, subject to the following conditions: <br /> a. Park and ride patrons and buses shall not be allowed to enter any of the park and <br /> ride locations before 7:00 a.m., and buses shall not unload patrons at any of the <br /> park and ride locations after midnight during the 12-day Minnesota State Fair; <br /> b. Bus traffic and loading/unloading locations shall substantially adhere to the <br /> mm preferred routes reviewed as part of the application and which are on file in the <br /> Community Development Department; <br /> C. Each site shall have a minimum of one portable restroom that is cleaned on a <br /> regular basis (every four days, at a minimum); <br /> d. Each site shall have trash containers appropriately placed throughout the site to <br /> encourage use, each trash container shall be emptied daily, and site staff shall <br /> collect trash at least once each day from along known on-street parking areas <br /> within 1 block of the site; <br /> e. Each site shall be monitored(i.e., walked by site staff) hourly between the hours <br /> of 7 a.m. and 7 p.m., and every half hour between the hours of 7 p.m. and <br /> mm midnight; <br /> f. Representatives of Minnesota State Fair and/or site staff shall work with Planning <br /> Division staff to create and locate signage for each site which directs patrons to <br /> and from parking lot entrances, distributes vehicle traffic as equitably and <br /> unobtrusively as practicable through residential streets, indicates when the lot is <br /> full, and provides information about who to contact to address problems that may <br /> 1 74 arise; <br /> g. All signage on each site shall be kept visible while erected and shall be taken <br /> down daily; <br /> h. Community Development staff will administratively review park and ride <br /> mm locations, based on citizen complaints, to determine whether operational <br /> modifications are necessary and will work with site volunteers and Minnesota <br /> mm State Fair staff to resolve the issue; <br /> Ill mm i. The City has the ability, should certain altercations, events, or issues arise, to <br /> mm discontinue the use of a lot if deemed necessary by the City Manager or his/her <br /> mm assignee; <br /> 184 j. Each site shall have a certificate of insurance with the Minnesota Risk <br /> mm Management Division for liability; and <br /> mm k.
