In the many years that the park and ride facilities have operated, the City has 36 received no reports of significant health or safety issues, and a series of conditions of 37' approval that have been refined over the years would help to ensure both that nuisances �,�i 4�8 are minimized and that the sites continue to operate in a way that will not be injurious to 39 the surrounding neighborhood or otherwise harm the public health, safety, and general ,40 welfare. 41 NOW THEREFORE BE IT RESOLVED, by the Roseville City Council, to APPROVE ,42 the proposed Minnesota State Fair park and ride facilities at the locations identified above as 43 INTERIM USES in accordance with Section §1009.03 of the Roseville City Code, subject to the 44 following conditions: ,45 a. Park and ride patrons and buses shall not be allowed to enter any of the park and ,46 ride locations before 7:00 a.m., and buses shall not unload patrons at any of the 47 park and ride locations after midnight during the 12-day Minnesota State Fair; ,48 b. Bus traffic and loading/unloading locations shall substantially adhere to the ,49 preferred routes reviewed as part of the application and which are on file in the 50 Community Development Department; 51 C. Each site shall have a minimum of one portable restroom that is cleaned on a 52 regular basis (every four days, at a minimum); 53 d. Each site shall have trash containers appropriately placed throughout the site to 54 encourage use, each trash container shall be emptied daily, and site staff shall 55 collect trash at least once each day from along known on-street parking areas 56 within 1 block of the site; 57' e. Each site shall be monitored(i.e., walked by site staff) hourly between the hours 58 of 7 a.m. and 7 p.m., and every half hour between the hours of 7 p.m. and 59 midnight; 60 f. Representatives of Minnesota State Fair and/or site staff shall work with Planning 61 Division staff to create and locate signage for each site which directs patrons to 62 and from parking lot entrances, distributes vehicle traffic as equitably and 63 unobtrusively as practicable through residential streets, indicates when the lot is 6 4 full, and provides information about who to contact to address problems that may 65 arise; 66 g. All signage on each site shall be kept visible while erected and shall be taken 67' down daily; gym 8 h. Community Development staff will administratively review park and ride 69 locations, based on citizen complaints, to determine whether operational modifications are necessary and will work with site volunteers and Minnesota 71 State Fair staff to resolve the issue; 72 1.
