<br />Roseville is served by Independent School, Districts 623 and 6121,. Both districts include
<br />portions of' other communities. District 623 experienced significant enrollment declines in
<br />the 70"s and early 80"s due to a, decrease in household size. The enrollment has now
<br />stabilized. The District receives strong community, support and is highly regarded
<br />throughout the State of Minnesota.
<br />Public Flacili,t�ies
<br />Because of the foresight of community leaders, Roseville has a park system of over 600
<br />acres to meet the needs of existing, residents and future population growth. The City owns
<br />and operates a 9-hole, par 31 golf course and a year 'round indoor ice arena. The park
<br />system includes, 23 parks and 25 miles, o' trails. Three fire stations serve the community.
<br />They are staffed by one full-time Fire Marshall and 75 paid, volunteers.
<br />Roseville"s 310 acre civic center complex includes the City Hall, Recreation Office, public
<br />meeting rooms, Fire Station #1,, and maintenance garage as well as the ice arena. The

<br />Police Department has a staff' of 3,7 sworn officers, three full-time clerical, one part-time
<br />clerical, and 31 part-time community, service officers.
<br />Public Finances
<br />Roseville, since, its incorporation in 19�4,8,, has been a fiscally prudent community. This is
<br />demonstrated by the 'Indicators, used, to evaluate the financial health of City. The current
<br />City bond rating from Moody's. is Aa- l, and from Standard, and Poor's,, AA-. Roseville has
<br />never defaulted, on bond principal or interest payments.

<br />period of years to maximize the use of'public funds., It provides a tool for coordinating

<br />The City Organization
<br />Roseville has adopted the Plan, B (see attached Statute) Council /Manager form of
<br />government, one of three forms Permitted by the State Legislature. The Council has policy
<br />making and legislative authority and appoints the Manager, who, is charged with the
<br />administration of City affairs,.
<br />The City Council is composed of the Mayor and four, Councilmembers elected at large on a
<br />nor - partisan basis,., The Mayor is elected, for a four-yea,r term to preside at Council
<br />meetings and act, as ceremonial head of the City. Councilmembers are elected for four
<br />year terms. Local elections are held in odd-num,bered years.
