C establishment, based on a twenty- <br />hour-per-week oplerat�ion. <br />(7) The licensee shall -be responsible for the <br />charitable organization's conduct of selling <br />puil-tabs and tipbolards. The city council, <br />may suspend the licensee's permission to <br />allow gambling on the premises, for a pe- <br />riod up to sixty 1(60�) days for any violation <br />of state or local, gambling, laws or regu la- <br />-tions that occur on the premises, by anyone,, <br />including the licensee or the charitable or- <br />gani,zation,. A, second violation within a, <br />twelve-month suspension, and any additional <br />violations within a twelve-month, period shall <br />result in the revocation of the gambling <br />permission, and may also be considered by <br />the council as grounds for suspension, on, or <br />revocation of the on-sale liquor license., <br />(Oird. No. 173211 § 39 12-31-85) <br />Cross reference s—Ga,mblii,ng, Ch. 270: lawful gambiling, <br />Ch. 402: bingo, halls, Ch,. 403; game rooms, Ch. 4,06. <br />Roy" <br />The sale of pull-tabs and tipboards in on -sale <br />licensed premises shall be conducted only, by quali- <br />fied and state - licensed charitable organizations., <br />In addition to satisfying, the quafficatilons set forth <br />in Minnesota Statutes, chapter 3419,1 the following <br />regulations and qualifications must be complied <br />with <br />by all such charitable organizations: <br />(ai Must, be a nonprol'it, charitable volunteer <br />lorgani,zation whose primary function is the, <br />support of athletic activities, including the <br />following activities: Aciquatics,, baseball, bas- <br />ketball, bOXing, football, gymn,asti,cs, golf, <br />hockey, sk,ii,ng, soccier, softball,, speed and <br />figure skating, tennis. voll,eyblal,l and, wres- <br />t1ing., The council may, at its discretion, <br />include nonprofit charitable, volunteer or- <br />ganizati,oin,s whose primary function is the <br />support of youth activities other than ath- <br />letics after an initial s,-month period,,, pro- <br />vided such organizations, meet, all other re- <br />quirementis of the charitable gambling <br />ordinance,. , <br />4_&T1 <br />Must be a local charity serving youth. a <br />i <br />majority of which are from St. Paul andJor <br />spends a majority of 'its revenues on St. <br />Paul youth. <br />(c,) Must have been in existence for three (3) <br />years. <br />(d) May not be supported by a school athletic <br />program, either public or private. <br />('e), Must file with the license inspector annu- <br />ally a list containing the names and ad- <br />dresses of all current members. <br />(f) Must use gambling proceeds only for youth <br />athletic activities. If the organization gen- <br />erates funds for other uses, it must keep <br />separate and accurate accounting records <br />of all gambling receipts and disbursements. <br />(g) Must file financial reports weekly with the <br />license inspector. <br />(h) May not have a gambling license in more <br />than two (2) Class A establishments and no <br />more than one Class B or Class C estab- <br />lishment in the City of St. Paul. <br />t. <br />D Must exhibit and sell pull-tabs and tipboards <br />in a method as required by the licens(_� <br />inspector. <br />May be required • demonstrate to the c1tT <br />council that the majority of their toEal in- <br />come is given to youth athletic activities. <br />(k) Workers or managers may not divulge t- <br />m b- edollar amowct of *e wi,-ft <br />n,ers at any time. <br />(1) Shall not comingle game cards-. <br />(m,) Shall pay employees a minimum wage of <br />three dollars and thirty-five cents W.35"') <br />per hour (federal minimum wage) and no <br />more than five dollars (S5.00) per hour. <br />(n) Shall comply with all the provisions of Min- <br />nesota Statutes, Chapter 349. <br />(oi) Gambling manager's compensation shall noi <br />exceed fifty dollars ($50.00) per week. <br />(pi) all register with the state gambling board <br />all equipment and supplies used in a li- <br />censed on-sale liquor establishment. <br />
