<br />(a) There is, hereby established a special fund
<br />for the administration and distribution of the pro -
<br />ceed,s contributed by charitable gambling in on.
<br />sale liquor lestablishments as, specified in this chap-
<br />te,r. Mon,ies in this fund may be expended only for
<br />such lawful purposes as set forth in Minnesota
<br />Statutes, Chapter 349, and shall be expended to
<br />assist youth athletic organizations which are not
<br />selling pull-tabs and tipbioards in licensed estab-
<br />lishments.
<br />(b) The city council shall appoint a city-wide
<br />charitable organization and youth or adult repre-,
<br />sentatives from, each of the city's recreation di,s-,
<br />trict,s to advise the city on the disbursement of
<br />these ftinds. The council, with the advice of the
<br />appointed city -wide charitable organization and
<br />representatives,, shall by resolution adopt rules
<br />and regulations, governing the administration of
<br />the fund,, eligible applicants and appropriate uses
<br />for the funds. These niles shall include the following-:
<br />(1) Applicants for funding must be incorporat-
<br />ed, nonprofit organizations formed for the
<br />purpose of supporting youth sports and ath-

<br />(5) Funds will be awarded on a matching basis
<br />only.
<br />(6) Organizations receiving funds shall file with
<br />the city financial reports showing how the
<br />funds were expended and for what purpose.
<br />No additional grants will be made until
<br />the organization has filed such reportas of
<br />previous expenditures.

<br />No person shall be a manager of % any charitable
<br />organization selling pull-tabs and tip boards in on-
<br />sale liquor establishments unless licensed by the
<br />city as provided herein and compliance with the
<br />following requirements:
