Chief Mathwig assured <br /> Councilmembers and the public that officers were always cognizant of safety is- <br /> sues for all parties, while still enforcing the law. <br /> Councilmember Pust questioned how this compared with the cameras installed by <br /> the City of Minneapolis in the recent past that had created such concern. <br /> Chief Mathwig advised that those cameras were "red light" cameras installed at <br /> intersections in Minneapolis; and advised that the MN Supreme Court interpreted <br /> constitutional rights differently than in other states, and the right to personally talk <br /> to your accuser. <br /> At the request of Councilmember Pust, Chief Mathwig reviewed the process when <br /> the squad mounted camera/scanner identified a vehicle with an outstanding war- <br /> rant or other alert, with the officer then stopping the vehicle to personally verify <br /> the vehicle's ownership and driver, with driver's license currently available on the <br /> vehicle's laptop computers in Minnesota, with the officer required to determine <br /> that the driver closely resembled the owner's driver's license photo. <br /> Mayor Roe, having ridden along with an officer, confirmed that officers are con- <br /> tinually doing manual checks of vehicle license plates when on patrol; and opined <br /> that this would allow the officer to pay attention to other things until alerted by <br /> the audible message of any hits. <br /> Chief Mathwig concurred that this would keep the officer's attention forward; and <br /> advised that few such issues involved high speed chases, with most simply ran- <br /> dom traffic stops. <br /> McGehee moved, Johnson seconded, authorized the Mayor and City Manager to <br /> execute the State of MN Grant Contract, as presented, allowing the City of Rose- <br /> ville to accept the grand funding and proceed with the purchase of two (2) auto- <br /> mated license plate readers. <br /> Roll Call <br /> Ayes: Willmus; Pust; Johnson; McGehee; and Roe. <br /> Nays: None. <br /> h. Approve the Preliminary Concurrent Letter for DeMinimis Request for Pur- <br /> chase of Right-of-Way for the Twin Lakes parkway Twin Lakes AUAR Sub- <br /> area I Infrastructure Improvements <br /> At the request of Mayor Roe, City Manager Malinen provided a brief summary of <br /> the request detailed in the RCA dated November 14, 2011.
