<br />the bonds. <br /> <br />b. The Tax Increment Financing Plan will afford <br />maximum opportunity, consistent with the sound <br />needs of the City as a whole, for the development <br />by private enterprise as it will enable the City <br />to provide suitable sites, site improvements and <br />public improvements for development, thereby encouraging <br />economic development in the area. <br /> <br />c. The Tax Increment Financing Plan conforms <br />to the general plan for the development of the <br />City as a whole as it will result in the availability <br />of needed land, site improvements and public improvements <br />for commercial industrial development and such <br />development is compatible with the City's zoning <br />ordinances and other related regulations and encourages <br />the provision and development of commercial and <br />industrial land as set forth in the City's Land <br />Use/Comprehensive Plans. <br /> <br />d. Tax Increment District No. 8 is an economic <br />development district pursuant to Minnesota Statutes, <br />Section 273,73, Subdivision 12 for the reasons <br />set forth in Section E of the Tax Increment Financing <br />Plan. <br /> <br />5. Tax Increment Districts Nos. 6, 7 and 8 as described <br />in the respective Tax Increment Financing Plan are hereby <br />established and the Development Program for Development District <br />No.1, and the Tax Increment Financing Plans for Tax Increment <br />Districts No.6, 7 and 8 are hereby approved and adopted <br />and shall be placed on file in the office of the City Manager. <br /> <br />6. The staff of the City, the City's advisors and <br />legal counsel are authorized and directed to proceed with <br />the implementation of the modified Development Program and <br />Tax Increment Financing Plans and for this purpose to negotiate, <br />draft, prepare and present to this Council for its consideration <br />all further plans, resolutions, documents and contracts necessary <br />for this purpose. <br /> <br />7. The City Manager is authorized and directed to <br />file a copy of the modified Development Program and Tax Increment <br />Financing Plans for Tax Increment Financing Districts Nos. <br />6, 7 and 8 as required by the Tax Increment Financing Act. <br /> <br />8. The Auditor of Ramsey County is requested to certify <br />the original assessed value of Tax Increment Financing Districts <br />Nos. 6, 7 and 8, as modified or created by this resolution <br />as described in the Tax Increment Flnanclnq Plan, and to <br /> <br />-J- <br />
