REQUEST FOR COUNCIL ACTION DATE: 7/13/87 <br />ITEM NO.: C_ // <br />Department Approval: Manager Reviewed: Agenda Section: <br />- --'rrj '�;C_ Reports and recommendations <br />Item Description: Review of Central Ramsey WMO Management Plan <br />The City of Roseville as well as the cities of Maplewood, Falcon Heights, and <br />St. Paul approximately two years ago formed a storm water management organization <br />known as the Central Ramsey WMO. In the City of Roseville, this organization is <br />involved with the southeastern corner of the city. <br />As part of state law, it is necessary for these WMOs to prepare a management <br />plan and submit it for review to the various local and state organizations. <br />The first step in this process is to submit it to the member cities. That plan <br />has now been submitted to Roseville and is ready for our comments. Please note <br />that we do not have approval or disapproval power in this matter, but our <br />comments are very important. <br />In order to assist the council in understanding the plan, several key pages <br />have been excerpted and attached in an accompanying memo to the council. The <br />thrust of the plan is that the board does not plan to be a permit - issuing <br />agency or a hands -on agency that reviews various land uses or developments. <br />It rather would function as an overview agency that would basically prepare the <br />policies and then be available to assist in their implementation as required. <br />As part of such a role, it is not anticipated that the WMO would be levying <br />taxes or undertaking improvement projects which would have to be paid for by <br />the members. Rather, it is anticipated that each city would undertake its own <br />Projects. The primary modification of this approach is that upstream <br />communities would participate in downstream improvements to a degree that the <br />upstream communities impact said downstream communities. <br />This latter approach becomes very important in that it is assumed that the City <br />of St. Paul will handle the expenses for the combined sewer separation program <br />which will cost in the hundreds of millions of dollars over the next ten years. <br />The plan does identify some inter -city capacity problems that affect the City <br />of Roseville. These include: <br />1. The need to expand the Godfried Pit holding area near Larpenteur and <br />Hamline. <br />2. The provision of either extensive ponding or a revision to the outlet <br />or pipe capacity of city flows near Victoria and Larpenteur Avenue. <br />3. The need to correct the existing lack of adequate pipe capacity or <br />ponding to drain the Lake McCarrons area. <br />
