Page 2 <br />7/13187 <br />Each of these are identified in the program as needing to be resolved by 1995. <br />In fact, at least two of these are already actively under review by the City of <br />Roseville. <br />The last item has to do with the potential need to amend the city's local <br />comprehensive plan to concur with the general policy requirements of the WMO <br />management plan. These approaches are already being done in reality in the <br />city but are not specifically written and identified in the comprehensive plan. <br />None would appear to be a problem to the city other than developing some of the <br />specific language necessary for their implementation. Based on the staff's <br />review and interpretation of the plan, it would not appear to be objectionable <br />from the city's viewpoint. If this conclusion is concurred with by the <br />council, then a motion should be passed indicating this as well as acknowledging <br />some comprehensive plan changes that may be required. The following motion is <br />suggested to accomplish this. <br />RECOMMENDED COUNCIL ACTION: <br />Approval of a motion receiving and reviewing the Central Ramsey Water Management <br />Organization's management plan. Said plan is in general accord with the City of <br />Roseville's views and approaches, not only in regard to the board's level of <br />involvement but also the board's approach of each city being generally <br />responsible for its own activities and projects. The city is of the opinion <br />that its current activities and practices are already being done in a manner <br />that is in concert with the regulatory components identified on page VI -1 of <br />the plan, but if it is ultimately found that it is necessary for the city to <br />formally amend its comprehensive plan in regard to these three items then the <br />city would agree to do so. <br />
