PLANNING REPORT
DATE:
CASE NUMBER:
APPLICANT:
LOCATION:
ACTION REQUESTED:
PLANNING CONSIDERATIONS:
1 July 1987
1754
Har Mar Inc.
Southeast Corner of County
Road B and Snelling (see
sketch)
Approval of Shopping Center
Site Plan, Special Use Permit
for Site Plan Approval (in
B-1B Area), and Variance to
Sign Size
1. This proposal was on the agenda for last month's Planning Commission
meeting and was tabled to the July meeting in order to allow time to
conduct meetings with the neighbors in accordance with current Council
policy. Two such meetings were held, one of which occurred last night
(Thursday, June 25) at the auditorium at Har Mar Mall. We are
informed that persons in attendance at the meeting included Marie
Slawik, Gary Jackson, and Mike Scott (Principals in Jackson/Scott
Management Company), Nancy Gordon (Har Mar Manager), and Gary
Vogel and Kevin Busch (From David Todd Runyan Architectural office),
David Janisch (Assistant City Engineer), and about 30 to 40 neighbors.
The general consensus seems to be the meetings have gone well, with
the neighbors expressing some of their concerns and the Har Mar people
and their advisors offering some concessions.
2. A principal concern was the handling of the three bay truck loading
area on the east side of the center. The plans have been adjusted to
enclose the loading area of which the center bay is the access to the
trash compactor,, which will be inside the building. Attached are three
revised drawings indicating the overall site plan, the interior plan of the
building, and the east elevation. You will notice in the revised plans
the enclosure of the truck loading area. The neighbors would still like
to see the enclosed truck loading area oriented with the doors to the
south. The architects noted their problems with handling this in the
interior due to the layout of the two principal stores and the common
access way to the other stores that the loading area serves.
3- Another item of concern was the handling of the buffer zone on the
east side. The previous plans included a grass strip between the outer
perimeter road and the buildings to the west. The neighbors requested
this 'additional width be moved to be contiguous to the -40 foot existing
buffer strip on the east side of the site. This has been done in the
revised plan and results in a strip with an additional width of 16 feet
an its north end and 9 feet an the south end. This area is to be
planted with coniferous trees, though there is no specific list of species,
size, and number. The ultimate detail design of this strip and any
