PLANNING REPORT <br />DATE: <br />CASE NUMBER: <br />APPLICANT: <br />LOCATION: <br />ACTION REQUESTED: <br />I July 1987 <br />1774 <br />Fine Associates Limited Partnership <br />Northeast Corner of Snelling <br />and County Road C (see <br />sketch) <br />Approval of Rezoning from <br />B-1 to B-1B, Special Use <br />Permit for Planned Unit <br />Development, and Variance to <br />Parking Requirement <br />1. Fine Associates were the ultimate owners of the old Rose Driv6-In <br />Theater which consisted originally of about 25 acres. The remainder of <br />the land (other than that currently proposed for development) has been <br />redeveloped over the last decade with the construction of the Snelling <br />Avenue service road, the Comten Office Building and Ramp, and -the <br />development of Stewart Anderson's Restaurant, Fuddrucker's, MGM Retail <br />store, and the Brick Oven Restaurant. <br />The remaining property consists of Lots 1 and 2 of Block 2; 6.7 acres <br />(Lot 1) were recently repurchased from MnDOT which was formally <br />reserved for a right-of-way for the ultimate construction of an <br />interchange at County Road C and Snelling and 2.8 acres (Lot 2) were <br />reserved by Fine Associates for ultimate development and is zoned B-1. <br />2. The proposal consists of the development of an extended stay residence <br />motel (112 units), a three story bank building (28,200 square feet), a <br />two story office building (18,400 square feet), and a one story retail <br />structure (17,000). The entire site is proposed as a Planned Unit <br />Development providing for an efficient use of land, circulation, parking, <br />and aesthetic impact. <br />3. The development proposal has been planned by a team of Fine <br />Associates' representatives, Korsunsky Krank and Erickson Architects, and <br />Suburban Engineering. The staff has met repeatedly with these <br />representatives in a joint effort to achieve the best results at this <br />excellent location in the City of Roseville. The "team members" have <br />been very cooperative in considering options and changes to achieve <br />attractive and meaningful development on the property. <br />A booklet describing the proposal is attached consisting of text and a <br />series of seven reduced drawings including the overall plan, two <br />perspective sketches, landscape plan, grading and drainage plan, utilities <br />plan, and a lighting plan. The entire development is proposed as a <br />Planned Unit Development is an advantage to the City since it is a <br />specific development proposal for the entire site designating structures, <br />
