%a e"%cto'ber 19861 <br />TO: City Coun,c imil <br />Manager <br />EFROM 9 J i1m, Andre, C1, <br />SU'BJ'EICT MORATORIUM ON DEVELOPMENT CERTAIN AREAS <br />Attached is an overview of what actions need to be taken to consider <br />il <br />and implement the market and land use report presented by Public <br />Financial Systems consultants, 'if adopted. <br />d <br />The report identifiled seven areas of' the City which were subject <br />to both near and longer term redevelq P ment pressures,, and provided <br />recommendations for each,. <br />Areas 2 and 4 are areas which demand the most immediate attention <br />because of the consultant's land use recommendations, and the <br />current, planning application to develop one of the parcels in Area <br />241 <br />M <br />It, is recommended thiat a six month moratorium on development be <br />�tiffeictive lamediately on the following and generally described <br />sub-arleas. <br />In Area 2,, those properties I"immediately west of I-35W from <br />the Glacier property to the Ruan property (see attached map). <br />01 <br />This area is recolmmended by the consultant to be exclusively <br />I ice. There is currently before the City an applicaton to <br />ofif " I <br />redevelop one of these parcel,is for a use contrary to the <br />consultant's recommendation. <br />2e in Area 4, those properties immediately east of Cleveland <br />Avenue, f rom. County R,oald C to County Road C�2, The consultant <br />has recommended these parcels to be exclusively of f ice . <br />In the near future,, the staff will be making specific recommenda- <br />1i <br />tions f or J-mplementing the �conisultan,t's report relating to <br />I <br />Comprehensive Pilan and, zoning changes, and for the preparation of <br />m i plans would provide options for developing the <br />ini. plans <br />piaricels within the,s,e siub�a,reas <br />
