Review of Trash emissions as a result of the reduction in the number of residential <br />Collection trash collection vehicle miles traveled. As illustrated in Table 1 <br />above, it is estimated that residential trash trucks operating in the <br />Impacts City generated as much as 200 to 300 tons per year of CO2 <br />emissions annually, in addition to nitrogen oxide and particulates. <br />These emissions might be reduced by as much as half with a <br />Districted Collection System or City -Wide Contract for Services. <br />Options / Recommendations <br />✓ Work with the haulers to develop a schedule for fleet <br />compliance with the 2010 EPA Emission Standards; <br />✓ Prohibit the use of any truck with an engine older than <br />model year 1994 in the City; <br />✓ Require operate -at -idle technology on all new vehicles; <br />require existing vehicles to be retrofitted; <br />✓ Require installation of automatic engine shut -offs and <br />mandate shut down after a set number of minutes of idling <br />(e.g., 5 minutes consistent with EPA's Model State Idling <br />Law); <br />• Encourage hauler use of synthetic oils, effective tire <br />maintenance programs and other fuel saving measures; <br />• Limit the number of residential and commercial licenses <br />(e.g., issue no more than the current number); <br />• Require natural gas vehicles if the necessary fueling <br />infrastructure can be developed; <br />• Evaluate opportunities for other alternate fuel / alternate <br />technology vehicles (e.g., hybrid electric drive trains) as <br />they become commercially viable; and <br />• Implement a Districted Collection System or City -Wide <br />Contract for Services to reduce the number of <br />residential trash collection vehicle miles traveled and <br />the associated vehicle emissions: <br />• Require EPA 2010 Emission Standard compliant <br />vehicles as a condition of the award of districts; <br />• Require operate -at -idle technology on residential <br />vehicles as a condition of the award of the districts; <br />and <br />• Require use of County Landfill to reduce vehicle <br />miles traveled. <br />Neighborhood Aesthetics <br />Background / Overview <br />The appearance of a neighborhood is impacted by trash collection <br />services both with respect to the presence of containers and the <br />vehicles providing collection services.
