system adjacent residents collection schedules may vary resulting <br />in containers placed at the curbside for collection on multiple days <br />of the week. Additionally, containers currently come in all shapes <br />and sizes and differing colors and bags are also used. Under a <br />districted system, all services would typically be provided on the <br />same day in a given neighborhood so streets are free of trash and <br />recycling containers six days out of the week. Containers can also <br />be standardized to provide a more uniform appearance. <br />The City currently has few if any permit requirements related to <br />the appearance and condition of trash collection vehicles. <br />Standards can be established regardless of the collection system <br />structure related to, among other things: <br />• Cleaning and maintaining vehicles so that they present a <br />"clean, professional and new -like appearance"; <br />• Minimizing vehicle oil, fuel and other fluid spills; and <br />• Controlling litter. <br />Analysis <br />Collection Days <br />Unless the City were to pursue a districted collection system or <br />require that all collection operations under the current open <br />competition system occur on a specific day in each neighborhood <br />(i.e., districted service days) it is likely that many neighborhoods <br />will continue to have multiple trash service days. Should the City <br />implement districted collection, however, collection services could <br />be limited to one day per week. <br />Standardizing Containers <br />Districted collection would also allow for standardizing residential <br />trash collection containers. In which case the City could own the <br />containers and have the City logo rather than the haulers logo on <br />the containers. Regardless of the collection system structure the <br />City could provide for the universal roll -outt6 of City -owned <br />standardized single stream recycling containers. <br />Cleaning and Painting Trucks <br />The City's municipal code does not specify any requirements for <br />cleaning and painting trash trucks or commercial containers or any <br />other requirements related to aesthetics including controlling litter <br />and vehicle spills. Such requirements are standard in many <br />franchise agreements and contracts and to lesser degrees license <br />requirements. The City of Lone Tree's recent residential solid <br />waste collection agreement with Pro Disposal specifies, among <br />other things that the contractor shall use "vehicles that are <br />16 All residential accounts would be provided with a recycling container <br />rather than needing to request one.
