The noise <br />Collection <br />produced in transit from point -to -point would be reduced however <br />due to fewer vehicles. The noise associated with collection <br />Impacts <br />operations would also be limited to a specific day and time in each <br />neighborhood. <br />Dumping Commercial Bins <br />Dumping of commercial bins can be very noisy and particularly <br />noticeable in the early morning hours. A number of options are <br />available to reduce the noise associated with commercial <br />collection activities includingt9: <br />• Treating lid supports with sound - deadening material - Lid <br />supports are small metal arms that are anchored on one <br />end which can be rotated to support the lid in an open <br />position. During dumping the arm swings freely and can <br />strike other metal objects; <br />• Treating the containers with sound - deadening materials - <br />The reverberation of the sides of metal containers creates <br />loud noises; <br />• Treating the forks of trucks with sound - deadening material <br />- A great deal of noise is generated by the metal forks used <br />to pick up the containers within the sleeves on the <br />container; <br />• Using plastic lids or plastic dumpsters where the Fire <br />Marshall will allow their use; <br />• Promoting the use of larger storage containers and <br />reduced collection frequency; and <br />• Encouraging "Best Practices' training for drivers - Driver <br />behavior is one of the single most important factors <br />affecting noise generation. <br />Time of Collection <br />Section 15.421 of the City's Municipal Code states that, "No <br />collector shall operate any vehicle for the purpose of collection of <br />solid waste or recyclable materials on any street designated by <br />the City as "local residential" or "local collector" between the hours <br />of 7:00 p.m. and 7:00 a.m. (the "Nighttime Hours') ". Time <br />restrictions placed on residential collection activities are common. <br />Some jurisdictions also limit the time of commercial collection <br />activities, which by their nature are noisy, within a specified <br />distance of residential neighborhoods (e.g., not before 7:00 a.m. <br />9 Report and Recommendations of the Noise Review Board on <br />Reducing Nighttime Noise from Garbage and Recycling Collection; <br />September 8, 2005, City of Portland Noise Review Board Subcommittee <br />on Garbage Collection. <br />Section 2 - 16 <br />
