116 Statutory Auth <br />117 The City of Roseville has granted to it under the provisions of Minnesota Statutes,, <br />118 Chapter 469 the power to undertake Projects. By undertaking a Project in connection with a <br />119 Development, the City has the ability to provide the Development with financial assistance <br />120 which will fund a portion of redevelopment costs,, thus making the Development financially <br />121 feasible. <br />122 DescriDtion of RedevelODm ent Proiect Area and Industrial DevelODment District No. I <br />123 <br />124 Redevelopment Project Area and Industrial Development District No. 1, as enlarged <br />125 (collectively the "Pro ect Area") is described on Exhibit A attached hereto. The City is not <br />j <br />126 enlarging the Project Area. <br />127 Development Proposal. <br />128 <br />Within the Pro ect Area the City intends to provide for public safety facilities, parkland <br />129 <br />acquisition and park system improvements, and pathway acquisitions and improvements. <br />130 <br />131 <br />Redevelopment <br />Plan Objectives <br />132 <br />133 <br />The City seeks to achieve the following objectives through this Plan.- <br />134 <br />1. <br />Improve the financial base of the City. <br />135 <br />2. <br />Provide maximum opportunity,, consistent with the needs of the City for <br />136 <br />development by private enterprise. <br />137 <br />3. <br />Provide increased employment opportunities. <br />138 <br />4. <br />Encourage the retention and expansion of existing intensive businesses. <br />139 <br />5. <br />Preserve and encourage the rehabilitation and/or expansion of structures within <br />14O <br />the Prof ect Area. <br />141 <br />6. <br />Achieve a high level of design and landscaping quality to enhance the physical <br />142 <br />environment. <br />143 <br />7. <br />Create effective buffers,, screens,, and/or transitions between residential and non- <br />144 <br />residential uses to minimize the potential blighting effects of divergent land uses. <br />145 <br />8. <br />Provide recreational opportunities and provide public safety facilities for residents <br />146 <br />of the City. <br />147 <br />9. <br />Acquire land or space which is vacant, unused, underused, or inappropriately <br />148 <br />used. <br />4 <br />208925v4 <br />
