149 10. Acquire property containing structurally substandard buildings and remove <br />150 structurally substandard buildings for which rehabilitation is not feasible. <br />151 11. Eliminate blighting influences which impede potential development. <br />152 12. Eliminate or correct physical deterrents to the development of land. <br />153 13. Provide adequate roads, sidewalks and other public improvements to enhance the <br />154 area for new development. <br />155 14. Coordinate elements of the City's Comprehensive Plan with these project <br />156 objectives. <br />157 15. Provide maximum opportunity, consistent with the needs of the City, for <br />158 development by private enterprise. <br />159 Proiect Activities <br />160 The City envisions the development of the Project Area in accordance with the <br />161 Comprehensive Plan for the City, the zoning and subdivision ordinances and this Plan. <br />162 Development proposals which are submitted will be reviewed to determine conformance with the <br />163 above plans and regulations. <br />164 Minnesota Statutes,, Section 469.01 2,, and Sections 469.048 through 469.068, grants the <br />165 City a broad array of powers to undertake a Project. The City will perform all Project activities <br />166 pursuant to the statute and in doing so anticipates that the following activities may be <br />167 undertaken.- <br />168 1. Acqᅵuisition/Clearance/Redevelopment/Rehabilitation. <br />169 The City may acquire and clear property for the development and redevelopment of <br />170 public projects or public improvements. The City may acquire property for the development of <br />171 private projects including rehabilitation. The City may assist in rehabilitation of buildings when <br />172 necessary to prevent blighting conditions or the prevention of blight. Land acquisition will be <br />173 completed within the requirements of the Uniform Acquisition and Relocation Act. <br />174 2. Site preparation and construction of building. <br />175 Properties acquired by the City may be prepared for development and redevelopment, <br />176 including street, curb, gutter, bituminous, flood prevention improvements, subsoil correction, and <br />177 the establishment of greenways, walkways, common access corridors and public parks. In <br />178 addition,, the City may choose to construct new facilities. <br />179 3. Vacation of public land and easements/Dedication of new rights-of-wa. <br />180 When public land easements no longer serve a public purpose, the land or the easements <br />181 may be vacated for development by the City or private developer.
