182 development or enhance the general safety and welfare of the community, new rights-of-way <br />183 may be dedicated. <br />184 4. Incentives for commercial/industrial expansion and development. <br />185 The City may provide financial incentives and other forms of public assistance for the <br />186 retention,, development and/or expansion of commercial business and industry. The provision of <br />187 these forms of public assistance maybe financed through tax increment and other revenues. <br />188 5. Public Improvements. <br />189 The City may construct public improvements such as streets,, traffic signals, sanitary <br />190 sewer,, storm drainage, including the separation of storm and sanitary sewers,, waterlines, <br />191 parking, parks and open space, public attraction centers, and public safety facilities as it deems <br />192 necessary and desirable for the implementation of a Project. <br />193 6. Maintenance. <br />194 Maintenance of improvements undertaken by the City may include the improvement of <br />195 public lighting,, streetscaping,, parking, signs, traffic control devices, pedestrian improvements <br />196 and other improvements listed in paragraph 5 above. <br />197 7. Administration. <br />198 The City will administer the improvements contemplated by this modified Plan. <br />199 Findings of Public Fug <br />200 It is hereby determined by the City that the proposed modifications are considered <br />201 necessary to maintain core public services consistent with the goals and objectives outlined in the <br />202 Imagine Roseville 2025 process as well as established City Council priorities. It is further <br />203 determined that the proposed facilities and improvements are primarily for the purpose of <br />204 replacing existing facilities, infrastructure and amenities. Studies have indicated that parks <br />205 enhance the market value of homes adjacent to or near parks and generally benefit all properties <br />206 within the community. In addition, creating and maintaining parks stimulates the economy and <br />207 provides economic benefits to the community. Attached hereto as Exhibit B are articles <br />208 describing these benefits. In connection with the relocation of the existing fire station located at <br />209 Woodhill and Lexington attached hereto at Exhibit C are studies indicating the water damage and <br />210 mold growth in the existing fire station. <br />211 Proiect Financing <br />212 The City proposes to utilize its port authority and the powers granted to it by the state <br />213 legislature to issue general obligation bonds to provide for the proposed public safety facilities <br />214 and park system improvements described above. <br />215 <br />6 <br />208925v4 <br />
