REQUEST FOR COUNCIL ACTION <br />Item Description: Fire Department Building Facility Needs Committee <br />=1L 11 <br />Date: March 21, 2011 <br />Item No.: 10 - a <br />City Manager Approval <br />2 In May of 20 10 the Roseville Fire Department requested approval of the City Council to form a <br />3 committee represented of current firefighters, retired firefi ghters, members of the community, <br />4, and a Council representative to evaluate the current and future building facility needs of the fire <br />5 department. The committee held its first meeting in August 20 10 and has been actively working <br />6 for eight months. <br />8 The Roseville Fire Department has been in the process of evaluating fire station needs and <br />9 locations since the early 1990's. Throughout this process we have conducted two separate <br />110 studies, and now completed a yearlong building needs assessments committee. The first study <br />11 was completed and presented to Council in January 2002; the second study was completed and <br />12 presented to the City Council in May 2008, and the Building Facility Needs Committee has now <br />13 presented their recommendations for the future needs of the fire department. <br />14, <br />15 All three studies and recommendations referenced areas of changes to the fire department <br />116 structure and response methods, as well as opportunities for facility changes and improvements <br />1 ��7 The current three station model was built on the premise of locating fire stations close to where <br />11 111"":1'11 firefi ghters lived so they could return to the station for fire response. <br />119 <br />2o The current method of providing fire response is with on-duty staffing who are able to handle <br />2 i about 99% of all fire and medical emergencies; the remaining calls are handled by call-back <br />22 firefighters. Therefore as the method of providing fire response has changed, it allowed for an <br />23 opportunity to evaluate future number and location of fire stations differently. <br />25 Fire Station 91 was built in circa 1930 as a car dealership, and converted to a fire station <br />26 throughout the years. The station is over 80 years old and has on-going mold and water issues. <br />27 As part of Building Facility Needs Committee work an architectural firm was asked to evaluate <br />28 the station for current maintenance issues and the potential for remodel. The architectural firm's <br />29 recommendations included closing the station due to the potential of exposure of employees to <br />3o high levels of mold. They also noted significant issues with water problems, foundation issues, <br />3 i and overall condition of the building. They did not see Fire Station 91 had any potential for <br />32 remodel. The Building Facility Needs Committee feels the building has served it useful life is <br />33 not a candidate for remodel and should be demolished as soon as possible to avoid further <br />Page I of 3 <br />
