4 exposure of firefighters to unhealthy environments due to the mold conditions <br />36 Fire Station 42 was built in 1967 as a call-back station and is currently in a non-active status for <br />37 fire response, but does house one fire engine. Fire Station 9�2 was evaluated by both the <br />3,,,i architectural firm and the Building Facility Needs Committee. The finding of the architectural <br />39 firm was that the building needed significant upgrades, including a new roof, windows, heating <br />4 ('_) plant, electrical systems, and many others. The building also had compliance issues and was not <br />°11 gender accommodating. Both the architectural firm and the Building Facility Needs Committee <br />42 did not feel the station was a viable candidate for remodel due the age of the building, needed <br />43 repairs, limited space and building footprint, utility easements on all sides do not allow for <br />44 expansion, and the location of the building within the city. <br />45 <br />46 Fire Station 43 was built in 1976 as a call-back station and remodeled in 2001 to add bedrooms <br />47 for on-duty staffing and perform mold abatement of the first floor of the station. Station 43 was <br />48 evaluated by both the architectural firm and the Building Facility Needs Committee. The finding <br />49 of the architectural firm was that the building needed many repairs including a new roof, <br />mechanical and electrical systems. The block used in construction of the building has lead to <br />'i water infiltration and continued mold problems. The Building Facility Needs Committee did not <br />2 feel the station was a viable candidate for remodel due the potential cost of opening up the <br />3 exterior block for mold abatement,, space issues, compliance issues, gender accommodation <br />54 problems, and overhaul footprint of the building. <br />56 After extensive evaluations of fire department operations, services, response times, buildings, <br />maintenance issues,, space concerns,, compliance issues, gender issues, station locations, health <br />58 issues,, safety issues, and future considerations including shared services, the Building Facility <br />59 Needs committee recommends the fire department move to a one station new building on the <br />6('_') current Fire Station 41 site. Thus consolidating its current three station out-dated model into a <br />61 one station centrally located station to better serve the community both today and well into the <br />62 future. <br />63 FINANCIAL IMPACTS <br />64 While the full extent of the financial impacts of the committee recommendations is not yet <br />65 known,, the fire department believes that the committee by choosing to consolidate the three <br />66 station concept into a one station concept has chosen the most cost effective option for providing <br />67 current and future service to the community. Not only will there be savings related to reduction <br />68 of buildings but in the annual maintenance and energy costs. <br />69 The fire department in coordination with the City Manager and finance director has identified a <br />'7 0 funding source for the first step of the new fire station process. The fire department recognized a <br />'7 1 significant overall operations savings from their 2010 budget and has the ability to fund the <br />'72 anticipated 80,000 - 100,000 architectural services costs without requesting <br />'7 3 additional/unbudgeted funding. <br />'74 The fire department understands the complexity of this project and it effect on the community <br />75 and fire department and therefore will proceed with a step by step approach to completion. <br />76 The fire department recommends the following implementation, planning, and building process. <br />77 1.
