1 .......... 7", 400 BACKGROUND <br />18 The property, addressed only as 0 Lexington Avenue, has a Comprehensive Plan <br />19 designation of Low Density Residential (LDR) and a zoning classification of Low <br />20 Density Residential- I (LDR- 1) District. The preliminary PLAT PROPOSAL has been <br />21 prompted by plans to develop a neighborhood of one-family detached homes on a large, <br />22 undeveloped parcel. <br />2'3 5. 0 PRELIMINARY PLAT ANALYSIS <br />24 5.1 Plat proposals are reviewed primarily for the purpose of ensuring that the proposed lots <br />25 and streets are compatible with broader pattern of development, that all proposed lots <br />26 meet the minimum size requirements of the zoning code, that adequate streets and other <br />2 7' public infrastructure are in place or identified and constructed, and that storm water is <br />28 addressed to prevent problems either on nearby property or within the storm water <br />29 system. <br />o 5.2 Roseville's Development Review Committee (DR Q, a body comprising staff from <br />various City departments, met on February 17, 2011 to discuss the application. Some of <br />' 2 the discussion centered on the technical requirements for eventual construction of roads <br />and other infrastructure,, which are not pertinent to the PRELIMINARY PLAT,, but the <br />comments related to the plat itself are as follows-- <br />'35 a. Upon revision of the lot lines pertaining to Lots I, 2, and 16 of Block 2 in response to <br />'36 comments from Planning Division on the original proposal, all of the proposed lots <br />N3 7' meet the standards pertaining to size and configuration. <br />' 8 b. Adopted as a component of the new Zoning Ordinance, the Tree Preservation and <br />'39 Restoration section of the Code (10 11.04) specifies the process and requirements for <br />40 tree preservation in all districts. In the case of the Pulte Homes proposal, they have <br />41 submitted the tree preservation summary for Josephine Woods, included with this <br />42 staff report as Attachment D,, which meets all of the requirements of the Section <br />4,'3 1011.04. However,, the Planning Division is continuing to review with Alliant <br />14,14, Engineering, further protection of trees that may be impacted during any/all aspects of <br />145 the construction. Specifically, Section 1011.04E I (Tree Protection), requires trees to <br />146 be protected at the drip line with a fence and to be undisturbed during construction, <br />4 7' which in some cases may be compromised slightly. Planning Division staff is <br />148 requiring that these trees be identified and monitored during construction as well a <br />149 method to replace if deemed necessary. <br />50 c. The street names shown on the revised plat have been made consistent with the <br />51 recommendations of Police and Fire Department representatives to continue the <br />52 Fernwood Street name and house-numbering from the connection to Fernwood Street <br />5'3 on the western edge of the property through the connection to the County Road C2 <br />54 cul-de-sac,, and then naming the northern, internal cul-de-sac street Fernwood (.-Y,ircle <br />55 since a Fernwood (70urt already exists further south. <br />56 d. To preserve the integrity of the storm water treatment areas,, the easements on Lots I - <br />5 7' 12 Block I and Lots 4-5,, 12,, and 15-16 Block 2 should prohibit fences and should <br />58 contain signage to inform the property owners of the boundaries and maintenance <br />59 needs of these areas.
